About This Position

BUSINESS CONTINUITY/DISASTER RECOVERY SPECIALIST – REMOTE
ARC Group has an immediate opportunity for a Business Continuity Specialist with a strong background in Disaster Recovery! This position is 100% remote with preference given to candidates in the Jacksonville, FL or Mechanicsburg, PA areas. SUMMARY STATEMENT
The Business Continuity Specialist maintains and enhances the organization's Business Continuity (BC), Disaster Recovery (DR), and Continuity of Operations (COOP) programs. The role ensures resilience and preparedness across business operations and technology services supporting federal customer mission requirements. This includes coordinating BIAs, developing continuity and recovery plans, leading exercises, supporting audits, and partnering with technical and business teams to meet applicable federal continuity and contingency expectations. The position reports to the Manager, IT Risk & Compliance under the Chief Information Security Officer (CISO).

Exercises, Testing, and Readiness Activities (20%)
  • Plan and conduct tabletop exercises, functional tests, and communication drills.
  • Coordinate IT disaster recovery tests with infrastructure and application teams.
  • Produce after‐action reports and track corrective action plans through closure.
Program Governance & Framework Management (15%)
  • Maintain the organization's BC/DR/COOP governance framework, policies, and standards.
  • Ensure alignment with federal continuity expectations and internal risk management practices.
  • Maintain program documentation, schedules, and reporting structures.
Business Impact Analysis (BIA) & Critical Function Assessment (15%)
  • Conduct and update BIAs for business processes and IT systems.
  • Identify mission-essential functions, critical dependencies, and recovery requirements.
  • Document RTO/RPO targets and continuity priorities.
Continuity, Disaster Recovery, and COOP Plan Development (15%)
  • Develop and maintain continuity plans, disaster recovery plans, and COOP documentation.
  • Ensure plans reflect current operations, staffing, technology, and regulatory expectations.
  • Collaborate with business units and technical validate accuracy and completeness.
Cyber and Incident Response Integration -- 10%
  • Align BC/DR/COOP activities with cybersecurity incident response procedures.
  • Participate in joint cyber‐continuity exercises and major incident response efforts.
  • Ensure recovery strategies address cyber disruption scenarios.
Vendor and Third‐Party Continuity Oversight -- 10%
  • Assess continuity capabilities of critical vendors and service providers.
  • Review vendor plans, attestations, and recovery capabilities supporting mission operations.
  • Assist in monitoring remediation of identified gaps.
Audit, Compliance, and Documentation Support -- 10%
  • Provide evidence and documentation for internal audits, federal assessments, and customer reviews.
  • Maintain records of plan updates, test results, and corrective actions.
  • Produce dashboards and metrics for leadership and customer reporting.
Stakeholder Engagement & Training -- 5%
  • Deliver continuity-related training, awareness, and guidance to staff and leaders.
  • Facilitate cross‐functional collaboration on continuity planning and incident readiness.
  • Provide subject matter expertise during the development of new services or major changes.
Performs other duties as the supervisor may, from time to time, deem necessary.

REQUIRED QUALIFICATIONS
  • Bachelor's degree in related field (Risk Management, Compliance, Information Security, Operations, etc.)
  • 5-7 years related work experience, including experience in business continuity, disaster recovery, or federal continuity
  • Demonstrated experience leading BIAs, developing continuity plans, and conducting TT&E exercises.
  • Experience supporting internal and external audits, including from federal agencies.
  • Strong ability to interface with technical teams and translate federal continuity requirements into actionable controls.
  • Proven problem-solving skills
  • Proven experience in managing multiple, high-exposure priorities
  • Presentation skills and explanation of business issues and needs -- to other colleagues, to technicians, to users, and to all levels of management
  • Proven experience in providing technical direction, staying current with and understanding trends and directions of the industry

Certifications, Licenses, Registrations
  • Possess or obtain within two (2) years of starting position:
  • ABCP -- Associate Business Continuity Professional (DRI International)
  • Demonstrates foundational knowledge of business continuity and disaster recovery practices.
OR
  • Equivalent foundational business continuity credentials from a recognized body (e.g., BCI), including those listed as preferred.
PREFERRED QUALIFICATIONS
Experience with CMS or equivalent federal HHS programs.

o NIST SP 800 53 Rev. 5 (Contingency Planning controls)
o NIST SP 800 34 Rev. 1
o FPC 65
o FCD 1 and FCD 2
o CMS Risk Management Handbook Chapter 6 -- Contingency Planning
o FISMA High system requirements
* Experience with cloud-based DR (AWS GovCloud, Azure Government).

Certifications, Licenses, Registrations:
  • MBCP -- Master Business Continuity Professional (DRI International); Demonstrates senior-level expertise in enterprise continuity leadership and strategy.
  • CISSP -- Certified Information Systems Security Professional ((ISC)²); Indicates strong understanding of information security principles relevant to continuity planning.
  • CISM -- Certified Information Security Manager (ISACA); Highlights experience in governance, risk management, and incident management that supports continuity programs.
  • CRISC -- Certified in Risk and Information Systems Control (ISACA); Recognizes proficiency in IT risk assessment and risk-based decision-making related to resilience and recovery.
