What is an Employer of Record (EOR)?


An Employer of Record (EOR) is a service provider that allows companies to legally hire and work with employees in foreign countries without establishing their own legal entity in that country. This is made possible through a legal arrangement where the EOR establishes its own legal entity in the country and hires employees on behalf of the client company. This arrangement offers a viable solution for companies that wish to expand their global reach without investing in setting up a legal entity in every country where they operate.

About the Role


We are looking for an experienced and strategic Manager to lead our team of HR Operations Coordinators who are responsible for supporting employees engaged through our global Employer of Record (EOR) partners.

This role is responsible for overseeing operational delivery across the full employee lifecycle — from onboarding and contract execution to payroll coordination, employee relations support, offboarding, and compliance oversight — ensuring seamless service aligned with our Master Service Agreements (MSAs) and Service Level Agreements (SLAs).

As Manager, you will provide strong people leadership while maintaining direct relationships with key partner stakeholders. You will act as a senior escalation point for complex operational and compliance matters and drive continuous improvement across processes, partner governance, and service delivery standards.

This role requires demonstrated experience operating at a senior level within a global environment, balancing risk, compliance, commercial outcomes, and customer experience.

Team Leadership & Development
  • Lead, mentor, and develop a team of HR Operations Coordinator, ensuring high performance and accountability.
  • Foster a proactive, solutions-oriented culture focused on operational excellence and client satisfaction.
  • Provide coaching on complex lifecycle events including onboarding challenges, payroll discrepancies, terminations, statutory leave, and compliance risks.
  • Establish clear performance metrics aligned to SLAs and business objectives.
EOR Partner Relationship Management
  • Build and maintain strong relationships with partner-specific stakeholders across global EOR providers.
  • Ensure service delivery aligns with contractual obligations outlined in MSAs and SLAs.
  • Identify risks, service gaps, or compliance issues and drive corrective action plans.
  • Act as the primary operational contact for escalations between internal teams and EOR partners.
Escalation & Risk Management
  • Serve as the senior escalation point for complex employment and compliance matters.
  • Partner cross-functionally with Legal, Compliance, Finance, Product, Sales, and Implementation teams to resolve issues effectively.
  • Balance commercial objectives with regulatory risk and employee experience.
  • Provide clear risk assessments and recommendations to senior leadership when required.
Process Improvement & Governance
  • Drive continuous improvement in EOR operational processes, documentation, and SOPs.
  • Identify opportunities to enhance efficiency and reduce manual work
  • Implement scalable workflows to support growth across regions.
  • Contribute to new partner onboarding and global expansion initiatives.
About You
  • 8+ years of experience in global HR operations, EOR, or workforce management environments.
  • 5+ years of experience managing a team within a multi-country or global setting.
  • Demonstrated experience working at a senior level in a global organization with cross-border complexity.
  • Strong understanding of international employment laws, payroll compliance, and statutory requirements.
  • Proven experience managing third-party vendor or partner relationships within a contractual SLA framework.
  • Experience handling complex lifecycle events and compliance-sensitive employee relations matters.
  • The ability to balance operational delivery and contractual obligations.
  • Exceptional stakeholder management and communication skills across regions and functions.
  • Experience working with HRIS, workforce platforms, or EOR systems.
  • Professional proficiency in English; additional languages are advantageous.

The pay range for this role is:
105,000 - 180,000 CAD per year(CA)
