About This Position

Description:

The Housing Billing Specialist is responsible for ensuring conditions of grants and program expenditures are met prior to issuing payments for rent and utility assistance and other authorized supports. This includes ensuring all funds dispersed are eligible and authorized for reimbursement, all services and supports provided are invoiced, and all amounts invoiced are collected.

Essential Functions:

  • Health-Related Social Needs (HRSN) (80%)
  • Verify eligibility of participants, authorization of funds, remaining monthly and total authorization amounts, and authorization dates prior to issuing payments
  • Assist Housing staff with initial documentation reviews and eligibility checks
  • Ensure appropriate paperwork is in place for all expenditures
  • Maintain recurring payment list for monthly assistance, including ensuring no more than 6 months of benefits are paid
  • Enter claims for all support payments issued into various billing platforms
  • Reconcile payments received with individual claims made, including supports and services
  • Issue a monthly report indicating total amounts invoiced for supports and services, as well as any write-offs based on payer remittances
  • Housing Services (20%)
  • Issue payments from the Rental Assistance checking account
  • Maintain up-to-date participant lists and recurring check lists
  • Ensure rent checks are prepared in a timely manner
  • Provide monthly reporting to the Housing Services Coordinator regarding total assistance provided monthly, quarterly, and YTD

Other Functions:

  • Administrative support for the Housing Services Team specifically and the Accounting Team generally
  • Attend meetings and trainings as instructed

Knowledge and Abilities:

  • Exceptional spreadsheet, tracking, computing, and organizational skills
  • Excellent time-management skills, including the ability to manage workflow and prioritize tasks to meet deadlines
  • Demonstrated ability to maintain clear and professional boundaries with coworkers in accordance with established program policies and procedures.
  • Knowledge of HIPAA confidentiality requirements as they relate to health care and personal health information
  • Accurate data entry, including high attention to detail and the ability to self-monitor for errors
  • Ability to concentrate on repetitive tasks and maintain attention to detail
  • Ability to use a computer and e-mail for documentation and communication
  • Ability to use standard office equipment and software programs, including billing and accounting systems
  • Ability to work independently, including prioritizing tasks and monitoring errors
  • Ability to remain in compliance with policies, procedures, regulations, and standards
  • Ability to meet Universal Expectations of Employment
  • Ability to perform physical requirements of the position, including lifting up to 25 pounds, standing, sitting, bending, kneeling, crouching, reaching, grasping, using fingers, speaking, repetitive motion, extensive use of computer
Requirements:
  • Two years of experience performing accurate data entry, maintaining detailed and time-sensitive data records, and completing basic accounting tasks including document matching and reconciliation.
  • Documentation of successful completion of a background and fingerprint check as specified by Oregon law, as well as a urinalysis drug screen
