About This Position
Job Summary: The Director of the Estadt-Lubert Collaborative for Housing and Recovery is responsible for providing strategic and operational leadership to ensure the Collaborative achieves its mission of integrating housing, healthcare, and recovery support for individuals experiencing homelessness and substance use disorders. This role oversees daily operations, fosters strong partnerships with healthcare systems, service providers, and community stakeholders, and ensures alignment with the Collaborative's strategic goals. The Director also leads program planning, evaluation, and continuous improvement efforts to advance housing stability, recovery, and health outcomes across all participating sites.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Report to theSenior Vice President of Supportive Housing Operations and collaborate closelywith leadership from partner institutions, including Jefferson Health, PennMedicine, Temple Health, and Prevention Point.
- Provide supervision, coaching, and guidance toCollaborative program staff, consultants, and research partners as applicable.
- Provide strategic leadership to ensure allCollaborative programs, initiatives, and partnerships align with its mission,goals, and strategic direction.
- Chair the Steering Committee and collaborate with theResearch Subcommittee chairs to ensure alignment, integration, and progresstoward shared objectives.
- Oversee day-to-day operations, including programmanagement, staffing, budgeting, and performance monitoring.
- Design, implement, and evaluate quality, measurableservices and programming that incorporate mission-focused, person-centered bestpractices.
- Establish key performance indicators (KPIs) and datasystems to monitor, analyze, and report outcomes and trends.
- Ensure continuous quality improvement anddata-informed decision-making across all program areas.
- Develop and implement policies, procedures, andsystems to ensure compliance with internal standards, external regulations, andinformation management requirements.
- Cultivate and maintain strong relationships withinternal departments, partner institutions, and community stakeholders.
- Develop and expand partnerships with governmentagencies, healthcare systems, and community-based organizations to enhance theCollaborative's reach and impact.
- Facilitate coordination between housing, healthcare,and behavioral health providers to improve participant outcomes andsystem-level integration.
- Identify, develop, and pursue sustainable fundingopportunities, including public and private grants, contracts, andphilanthropic partnerships.
- Lead communication, reporting, and public visibilityefforts to highlight the Collaborative's initiatives, outcomes, and communityimpact.
- Represent the Collaborative at community forums,partner meetings, conferences, and public events.
- Foster a culture of collaboration, innovation, equity,and accountability within the Collaborative and across partner organizations.
- Prepare and present financial analyses, progressreports, and performance summaries as requested.
EDUCATION AND EXPERIENCE MINIMUM REQUIREMENTS:
Minimum Experience:
- Master'sdegree in public health, Social Work, Public Administration, HealthcareAdministration, or a related field required.
- Minimumof 7 years of progressively responsible experience in program management,housing and healthcare integration, behavioral health, or related fields,including at least 5 years in a leadership or management role.
- Provenexperience developing, leading, and implementing strategies that advanceorganizational goals and measurable outcomes.
- Demonstratedexpertise in budget development and oversight, including management of complexbudgets, contracts, and grants.
- Trackrecord of success leading cross-sector collaborations or multi-organizationinitiatives, with the ability to build and sustain partnerships across diversesystems and organizational cultures.
- Demonstratedability to analyze and use data and outcomes to inform program improvement andstrategic decision-making.
- Deep commitment to equity, inclusion, and person-centered care inservice design and delivery
What Qualifications orExperience You May Bring:
- Experienceworking with organizations and communities advancing social justice, and withvulnerable populations, including individuals experiencing homelessness,housing instability, and substance use disorders
- Strongunderstanding of supportive housing models, healthcare systems, and behavioralhealth services.
- Experience leadingor coordinating cross-sector, multi-stakeholder initiatives, particularly thosethat bridge housing, healthcare, behavioral health, and recovery-orientedsystems.
- Demonstratedsuccess in building and sustaining funding strategies, including grantdevelopment, contract management, and partnerships that support long-termprogram sustainability.
- Experience drivingcontinuous quality improvement efforts, using performance data, participantfeedback, and equity-centered approaches to strengthen services and outcomes.

- Abilityto build and sustain effective working relationships across internal teams,external partners, and community stakeholders.
