Summary:

Oneida Professional Services is looking for a supervisor for overseeing contract Medical Support Assistant (MSA) at the (NIH) Clinical Center in Bethesda, MD. This is a fully on-site role. This role ensures compliance with government requirements, supervises day-to-day performance, manages staffing and scheduling, leads recruitment coordination, oversees training, and maintains adherence to all program standards.
Successful supervisors demonstrate strong communication, attention to detail, and the ability to coordinate effectively with government representatives and contractor staff.


Key Responsibilities:

  • Provide the COR and government supervisor with resumes of qualified applicants within 5 business days of the request.
  • Pre-screen all qualified applicants to ensure understanding of salary, benefits, tour of duty, and emergency personnel status.
  • Coordinate telephone/virtual screening appointments with government supervisors and attend all screening calls.
  • Receive contractor selection notification from the COR and initiate the company’s offer process.
  • Notify the COR when an applicant accepts or declines a position.
  • Ensure completion of all DPSAC paperwork for PIV badge issuance and federally mandated background investigations.
  • Confirm completion of all mandatory new-hire documents: medical clearance, non-disclosure agreements, physical exams, drug testing, and IT security training.
  • Submit all completed new-hire documentation to the COR within 3 weeks of offer.
  • Meet all new contractors on day one to review time and attendance procedures and emergency personnel requirements.
  • Coordinate new employee orientation with the PSSD training coordinator and provide follow-up support during onboarding.
  • Meet weekly with government supervisors to review progress of newly onboarded contractors.
  • Understand staffing models for each location including government and contract staff mix.
  • Avoid independent staffing decisions; collaborate with government supervisors to prevent operational disruptions.
  • Notify government supervisors and the COR of unplanned leave (2 hours prior to shift) or tardiness (immediately).
  • Coordinate coverage for weekends, holidays, and evening/night shifts as needed.
  • Ensure all scheduled leave—including holiday leave—is pre-approved by government supervisors.
  • Report contractors with “use-by” leave deadlines to the COR in advance.
  • Implement and maintain a central sign-in or electronic attendance verification system.
  • Ensure contract staff remain at duty stations through the end of their shift and coordinate coverage for emergencies.
  • Provide fully trained staff coverage for both scheduled and unscheduled absences.
  • Attend Clinical Center and PSSD New Employee Orientation.
  • Complete all required computer-based training annually.
  • Become fully knowledgeable of job functions, deliverables, and benchmarks for each contractor role.
  • Learn, understand, and ensure compliance with all relevant Joint Commission standards.
  • Become proficient in key systems used by contract staff, including:
    • CRIS (Electronic Medical Record)
    • Enterprise Scheduling System
    • Institute-specific scheduling systems
    • Admissions / Travel / Voucher systems
    • i-Med consent system
    • Visual Supply Catalogue
    • Credentialing Database
    • Additional systems as required
  • Ensure all contractors complete orientation and mandatory training on schedule and provide certificates to the COR.
  • Provide refresher training to contractors as needed.
  • Attend daily PSSD supervisor huddles.
  • Participate in meetings with government supervisors, institute stakeholders, and CORs as required.
  • Meet weekly with CORs to discuss recruitment, performance issues, staffing updates, and procedural changes.
  • Communicate contractor issues or concerns to the COR promptly.
  • Ensure contractors meet all performance expectations and deadlines.
  • Provide refresher training or recommend government-provided training when needed.
  • Obtain feedback from government supervisors and the COR for use in contractor evaluations.
  • Conduct mid-year and end-of-year evaluations for all contractors and provide the COR with final copie
  • Submit all required reports to the COR by the deadlines outlined in the Performance Work Statement (PWS).

Requirements:

Minimum Qualifications:

  • Experience in a clinical or administrative support role.
  • Strong communication, customer service, and multitasking skills.
  • Ability to work with diverse patient populations, including those with limited English proficiency.
  • Proficiency with Microsoft Office applications.
  • Ability to follow established protocols and maintain confidentiality.
