About This Position
Program Manager
KeenLogic is seeking an experienced Program Manager to support one of our government programs. This role will lead the planning, execution, and delivery of large-scale enterprise IT initiatives, ensuring alignment with mission objectives and successful coordination across multiple stakeholders.
This role supports the Ektropy platform, a centralized system used by the Defense Health Agency (DHA) to manage budgeting, staffing, contracts, and program performance across the organization. You’ll be working on a mission-critical application that helps leadership track resources, improve decision-making, and streamline operations across the Military Health System. The work includes enhancing system functionality, supporting data integration, and contributing to modernization efforts, including emerging technologies like AI.
This is a full-time position with a primarily remote work schedule, with core hours from 9:00 AM – 5:00 PM, Monday–Friday. Candidates must be able to support in-person meetings at DHA Headquarters in Falls Church, VA, as needed.
This position supports a long-term federal contract with a base year and four option years, offering up to five years of continued work. Required Qualifications
- Active Secret or Top Secret clearance
- Master’s degree in a related field with at least 8 years of project management experience managing large or multiple small/medium projects concurrently, including cloud-based applications, application re-platforming, data migration, and enterprise-scale data management
- Bachelor’s degree in a related field with at least 10 years of project management experience managing large or multiple small/medium projects concurrently, including cloud-based applications, application re-platforming, data migration, and enterprise-scale data management
- Supporting large enterprise-scale deployments using DevSecOps, DoD SDLC, or tailored Agile methodologies
- Managing multiple concurrent programs and coordinating across diverse stakeholder groups
- Demonstrated progression in leadership, including managing larger teams, more complex projects, and increased responsibility
- Experience working directly with senior government leadership and executives, including issue resolution and strategic communication
Required Certifications
- PMP (Project Management Professional)
- Agile Certification (CSM or SAFe)
- DevOps Certification
- CMMI Associate Certification
- Change Management Professional Certification
Duties and Responsibilities
- Lead overall program execution, ensuring projects are delivered on time, within scope, and aligned with mission objectives.
- Manage multiple projects simultaneously, coordinating resources, schedules, and deliverables across teams.
- Serve as the primary point of contact for government stakeholders, providing regular updates and resolving issues in a timely manner.
- Oversee implementation of DevSecOps and Agile methodologies to support efficient system development and deployment.
- Develop and maintain program management artifacts, including schedules, risk management plans, and status reports.
- Coordinate cross-functional teams, including technical staff, to ensure successful delivery of enterprise solutions.
- Identify and mitigate program risks, ensuring minimal impact to operations and deliverables.
- Ensure compliance with government standards, policies, and security requirements.
- Support stakeholder engagement, executive briefings, and strategic planning activities.
- Drive continuous improvement across program processes, performance, and delivery outcomes.
