Position Description

Summary

Summers-Taylor, Inc. is seeking an Industrial Electrical Operations Manager to join the Osborne Electric Division in Johnson City, TN. This role is primarily focused on electrical estimating and bid management, with expanded responsibility for division-wide financial performance (P&L ownership) and serving as the primary scheduler for all industrial electrical work. The Industrial Electrical Operations Manager will lead the estimating and bid review process for industrial electrical projects while maintaining clear visibility into manpower planning, workload forecasting, and project scheduling across the entire division. In addition, this position provides operational oversight to ensure projects are executed safely, efficiently, on schedule, and within budget. The role blends front-end preconstruction leadership with strategic financial and operational management.

Job Duties

Electrical Estimating & Bid Management (Primary Focus)

  1. Serve as the lead estimator for all industrial electrical projects.
  2. Review and analyze project plans, specifications, scope, and contract requirements to prepare accurate and competitive bids.
  3. Oversee and validate bid submissions, ensuring scope completeness, risk assessment, and profitability.
  4. Collaborate with operations, project management, and field leadership during bid development and handoff.
  5. Analyze labor, material, equipment, and subcontractor costs to optimize margins while remaining competitive.
  6. Participate in bid strategy discussions and post-bid reviews.

Financial Management & P&L Oversight

  1. Maintain full P&L responsibility for the Industrial Electrical Division.
  2. Develop, monitor, and manage division budgets and project financial performance.
  3. Track job costs, labor productivity, backlog, and forecasted margins.
  4. Review monthly financial reports and implement corrective actions when variances occur.
  5. Support leadership with financial analysis, projections, and strategic planning.

Division Scheduling & Resource Planning

  1. Act as the primary scheduler for the Industrial Electrical Division.
  2. Coordinate manpower planning, equipment allocation, and workload forecasting across all active and upcoming projects.
  3. Balance labor resources to meet project schedules while maximizing productivity and utilization.
  4. Work closely with foremen and supervisors to adjust schedules based on project needs and priorities.

Operations & Project Oversight

  1. Provide operational oversight to foremen and electricians.
  2. Support project planning, execution, and closeout for industrial electrical projects.
  3. Resolve operational challenges and implement continuous improvement initiatives.
  4. Ensure adherence to safety standards, quality expectations, and company policies.

Leadership & Personnel Management

  1. Supervise, mentor, and support foremen and key field personnel.
  2. Assist with employee development, training, and performance evaluations.
  3. Promote accountability, teamwork, and clear communication across the division.
  4. Foster a strong safety culture and professional work environment.

Position Requirements

Requirements

  1. 5+ years of experience in industrial electrical construction, estimating, or operations management.
  2. Strong electrical estimating background, including bid preparation and cost analysis.
  3. Demonstrated experience managing P&L, budgets, and project financial performance.
  4. Experience with manpower planning, scheduling, and resource management.
  5. Ability to lead teams and work cross-functionally between estimating, operations, and field leadership.
  6. Excellent leadership, communication, and problem-solving skills.
  7. TN Electrical License.

Preferred Qualifications

  1. Industrial or Commercial Electrical background with strong knowledge of NEC, safety standards, and industrial work environments.
  2. Bachelor’s degree in Construction Management, Electrical Engineering, or a related field (or equivalent experience).
  3. OSHA safety training or equivalent certifications.
