PA Child Abuse History Clearance, PA State Police Criminal Record Check, and FBI Criminal Record Check will be required prior to the start of employment. Prepares and submits moderately complex grant, contract, and budget proposals. Drafts and negotiates contractual arrangements, procurement proposals, subcontracts, and budgets. Conducts complex cost analyses and oversees invoice processing; analyzes financial documentation and reviews routine reports. Monitors grants, budgets, and contractual arrangements and prepares moderately complex pre-award applications and reports. Provides policy and procedural interpretation and resolves complex issues.
Essential Functions
• Develops, prepares, and submits moderately complex grant, contract, and budget proposals; drafts and negotiates contractual arrangements, procurement proposals, subcontracts, and budgets; ensures the complete and accurate collection and submission of all pre-award phase materials.
• Oversees the processing of invoices; conducts complex cost analyses of proposals and analyzes price proposals.
• Monitors grants, budgets, and contractual arrangements to ensure accuracy and compliance with budgets, sponsor terms, federal regulations, policies, and procedures; provides policy and procedure interpretation.
• Processes amendments, modifications, extensions, and terminations of contracts; arbitrates claims and complaints; resolves complex issues.
• Prepares moderately complex pre-award applications and reports to grant agencies; analyzes financial documentation and reviews routine reports.
• Develops and implements accounting techniques, policies, and procedures to improve operations and organization.
• Tracks multiple grants and contracts to advise University employees on long-term financial viability; educates employees on grant and contract procedures.
• Ensures compliance with sponsor terms, University policies and procedures, and federal regulations.
