Job Description

Position Summary

The Safety Manager supports our commercial HVAC and Plumbing construction operations throughout the Phoenix and Dallas metropolitan area. This role is responsible for the implementation, oversight, and continuous improvement of jobsite safety programs while ensuring compliance with OSHA and all applicable federal, state, local, and client-specific safety requirements.

The Safety Manager is also responsible for maintaining and updating the Company Safety Program and Safety Handbook, managing third-party compliance platforms such as Avetta, and ensuring continued client safety prequalification and eligibility. This position serves as the primary safety resource for field personnel, supervisors, and subcontractors, promoting a proactive, incident‑free safety culture.

The ideal candidate has a strong field presence, construction safety expertise, and the ability to communicate effectively at all levels of the organization. Bilingual (English/Spanish) candidates are strongly preferred.

Essential Duties & Responsibilities

Jobsite Safety & Compliance

  • Conduct routine and unannounced safety inspections on active HVAC and plumbing construction jobsites
  • Enforce company, OSHA, and project-specific safety policies and procedures
  • Monitor subcontractor safety compliance and address deficiencies through corrective action plans
  • Review, implement, and maintain Site-Specific Safety Plans (SSSPs), AHAs/JHAs, and Accident Prevention Programs (APPs)
  • Ensure all personnel entering jobsites have appropriate training, certifications, and PPE

Safety Program & Safety Handbook Management

  • Develop, maintain, and update the Company Safety Program and Safety Handbook to ensure compliance with OSHA, applicable regulations, and industry best practices
  • Review safety policies at least annually or as needed due to regulatory changes, operational changes, incidents, or client requirements
  • Ensure safety documentation remains current, audit-ready, and approved for both internal use and client submission
  • Communicate program updates to leadership, supervisors, and field personnel
  • Maintain documentation of program revisions, approvals, and effective dates

Client Safety Requirements & Avetta Compliance

  • Review and implement client-specific safety requirements outlined in contracts, pre-qualification documents, and project specifications
  • Prepare, submit, and maintain required safety documentation for clients
  • Manage contractor compliance platforms including Avetta, as required by clients
  • Upload and maintain safety programs, training records, insurance certificates, EMR information, OSHA logs, and other required documentation
  • Monitor compliance status, audit findings, expiration dates, and corrective actions to ensure uninterrupted client approval
  • Respond promptly to Avetta corrective action requests and audit findings

Incident Management

  • Serve as the first point of contact for accidents, incidents, and near-miss (AINM) reporting, including company vehicles and equipment
  • Lead accident investigations, root cause analyses, and documentation
  • Coordinate medical response, job restrictions, return-to-work efforts, and follow-up reporting
  • Maintain OSHA 300/300A logs and required safety records
  • Maintain authorized driver logs and proof of insurance requirements for employees using personal vehicles for company business
  • Communicate findings and corrective actions to leadership

Training & Safety Programs

  • Conduct new hire safety orientations and ongoing field training
  • Lead or support toolbox talks and jobsite tailgate safety meetings
  • Organize and execute the annual Company Safety Day
  • Provide OSHA awareness training and coordinate OSHA 10/30 training as required
  • Establish, participate in, and follow up on Safety Committee meetings
  • Collaborate with Human Resources and Leadership to ensure job-specific safety training requirements are implemented for new hires

Equipment & PPE Management

  • Order, distribute, and track PPE for field personnel
  • Maintain safety equipment including gas monitors, confined space equipment, tripods, and lifelines
  • Conduct regular inspections of safety and emergency equipment to ensure proper operation

Leadership & Oversight

  • Act as designee of the Safety Director when assigned
  • Exercise authority to stop work when unsafe conditions exist
  • Provide mentoring, coaching, and safety leadership to supervisors and crews
  • Coordinate closely with project managers, field supervisors, and operations leadership

Qualifications & Experience

Required

  • Minimum 5 years of construction safety experience, preferably in commercial HVAC, plumbing, or MEP construction
  • Strong working knowledge of OSHA CFR 1926
  • OSHA 30 Construction certification (current)
  • Valid driver’s license with acceptable driving record
  • Ability to travel locally and to Texas job sites using GPS and mobile technology
  • Legal authorization to work in the U.S. without sponsorship
  • Proficiency in Microsoft Office, Microsoft Teams, and safety tracking software

Preferred

  • Bilingual (English/Spanish)
  • OSHA 500 certification
  • CHST or CSP certification
  • First Aid / CPR (Trainer preferred)
  • Train-the-Trainer certifications (Confined Space, Excavation, Fall Protection)
  • Experience supporting data centers, healthcare, or large commercial projects
  • Experience managing contractor safety prequalification systems (Avetta preferred)

Physical & Work Environment Requirements

  • Combination of office and outdoor construction jobsite environments
  • Ability to stand, walk, climb, kneel, and work at heights or in confined spaces
  • Lift and carry up to 40–50 pounds as required
  • Occasionally early mornings, evenings, or weekends based on project needs
