Job purpose
The Foster Care Licensing Supervisor is responsible for the recruitment, training and assessment and certification of prospective foster homes and to supervise Licensing staff.
Duties and responsibilities

- Responsible for foster parent support groups and an annual recruitment/retention meeting with foster parents.
- Initiate public speaking engagements for recruitment of homes and recruitment through cable, news, radio, advertisements, flyers, etc. 12 times a calendar year.
- Responsible for community contacts and community networking
- Develop and maintain effective working relationships with administrators, referral agencies, and other agencies and professionally represent Guiding Harbor.
- Ensure that foster parents are oriented, trained and licensed and coordinate all training events.
- Implement foster parent requirements for corrective action, foster parent agency agreement and foster care compliance record.
- Assure foster parent requirements with corrective actions & foster parent agency agreement.
- Provide direct service to cases as needed to ensure continuous service provision to foster parents, as required by licensing and funding bodies.
- Complete Initial Evaluation and Re-evaluations in a timely manner.
- Responsible for annual foster home visits (minimum) & phone contact as often as needed
- Investigate all licensing complaints per DHHS requirements in a timely manner.
- Audit foster parent & client files quarterly to ensure completeness, timeliness, and compliance with adherence to licensing standards, accreditation, and policies; make recommendations and assure corrective action as needed.
- Assist with placement preparation, intake and replacement of clients into foster homes.
- Attend and participate in meetings and trainings as assigned.
- Responsible for all DHHS spreadsheets pertaining to case assignment, case management and as assigned by COO or CEO.
- Provide effective supervision, consultation, training, guidance and leadership to program staff.
- Assists staff in identifying and meeting quarterly performance goals, objectives and program evaluation.
- Coordinates and supervises CQI and all data collection for assigned program.
- Reviews and creates program policies and procedures to maintain licensing standards, accreditation, and policy
- Read, Review and signoff on reports in accordance with licensing standards, accreditation, and policy
- Provide monthly supervision to staff; document supervisory meeting minutes and maintain for audits and/ or CARF review.
- Ensure that staff participate in appropriate trainings as assigned.
- Review and authorize staff time sheets every two weeks.
Skills and Qualifications
- Master’s degree preferred with a major in human behavioral science or a related field
- 3-4 years of experience as a social service worker in an agency, child caring institution, or in an agency in a child welfare function.
- Knowledge of the child welfare system, licensing and juvenile court procedures.
- Must be highly motivated and flexible
- Must display sophisticated writing and interpersonal communication skills.
- Excellent organizational skills and ability to work independently or with a team.
- Strong skills in Microsoft Office including Word, Excel, Outlook, Project
Working conditions
- This job operates in a clerical office setting. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
- Responsible to work with On-Call when there is an emergency and perform On-Call duties as needed.
- May be required to work nights and Weekends and have a flexible schedule.
- This position requires travel; Must have reliable transportation and maintain a good driving record.
Physical requirements
- The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; and extensive reading.
- Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.
- Positions in this class typically require fingering, grasping, talking, hearing, seeing and repetitive motions.
- May be exposed to hazardous materials found in a home or general office environment.
- Use of household cleaning products and disinfectants may be required.
Direct reports
This position is responsible for the supervision of up to five staff.
