Job Description:
Our Development & Permits Department is seeking a motivated and detail-oriented Plans Examiner III to supervise zoning plan review staff and provide quality control within the Permits & Inspections Division.
The successful candidate will:
- Establish and implement short- and long-term goals for the zoning review team, ensuring alignment with departmental priorities and citywide objectives.
- Develop, maintain, and improve workflows to support timely plan review, consistent quality control, and high levels of customer service.
- Analyze workflow data to identify bottlenecks, implement process improvements, and enhance overall team efficiency.
- Coordinate review timelines and shared objectives with other City departments, boards, and commissions to ensure efficient project progression and regulatory compliance.
- Interpret and apply the Chesapeake Zoning Ordinance to the review of preliminary and final development plans.
- Review plans for compliance with applicable zoning regulations and provide clear, accurate determinations.
- Communicate effectively, both verbally and in writing, with the public, contractors, design professionals, boards and commissions, City management, and staff.
- Oversee and utilize departmental systems to monitor workflow, track productivity, and ensure efficient operations.
- Provide leadership, direction, and supervision to assigned staff, including training, mentoring, and performance evaluation.
- Manage multiple projects and priorities in a highly organized and efficient manner.
- Deliver excellent customer service while maintaining professional and effective working relationships with internal and external stakeholders.
- Address challenging or high-stress situations with professionalism, tact, and sound judgment.
- Clearly explain technical information, zoning requirements, and review comments to a diverse audience.
- Complete required Effective Supervisory Training within one year of the start date.

Required Qualifications:
VOCATIONAL/EDUCATIONAL REQUIREMENT: Requires any combination of education and experience equivalent to a bachelor’s degree in civil engineering, architecture, or a closely related field.
EXPERIENCE REQUIREMENT: In addition to satisfying the vocational/education standards, this class requires a minimum of five years of full-time equivalent experience.
SPECIAL CERTIFICATIONS AND LICENSES: Requires a valid driver’s license and a driving record that is in compliance with City Driving Standards. Special skills or equipment certification will be required such as State Plans Examiner, Building Inspector, Fire Protection Plans Reviewer, and others.
SPECIAL REQUIREMENTS: Employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.

Preferred Qualifications:
Minimum of 5 years experience with the Zoning Ordinance, Operational knowledge of Accela, CSR, and Laserfiche preferred.
