We are seeking a Task Order Program Manager (Government Site) to serve as the accountable leader for planning, coordinating, and executing complex defense R&E programs in a highly classified TS/SCI environment (SAP-eligible). In this role, you will manage a major task order and guide cross-functional teams through the full lifecycle of advanced technology efforts—requirements, design, manufacturing, integration, test, and delivery—while ensuring disciplined performance against cost, schedule, risk, and mission outcomes. You will bring 10+ years of executive program leadership (including oversight of $100M+ programs or portfolios), proven experience operating within SAP/SCI, and a strong working command of the DoD 5000-series acquisition framework and DoW stakeholder environment. This position requires exceptional written and verbal communication skills to align stakeholders, resolve issues rapidly, and brief senior decision-makers, with EM/RF domain familiarity considered a valuable advantage.
Responsibilities:
- Lead end-to-end task order execution for major defense R&E and technology development efforts, delivering outcomes across scope, cost, schedule, and performance.
- Direct a portfolio of high-value programs (>$100M) as the lead/deputy PM, aligning priorities, resources, and tradeoffs across multiple technology initiatives.
- Oversee the full technology lifecycle—requirements, design, manufacturing, integration, verification/validation, and test—ensuring readiness for transition and operational use.
- Operate effectively in SAP/SCI environments, enforcing security, access controls, and classified program procedures while maintaining compliance and mission tempo.
- Execute within the DoD 5000-series acquisition framework, applying DoW processes, documentation, and decision support for lifecycle reviews and milestone decisions.
- Manage contract performance for complex support services, including staffing, deliverables, subcontractor coordination, and quality assurance aligned to task order requirements.
- Build and maintain collaborative relationships across the DoW and R&E community; produce clear written products and deliver concise briefings to senior stakeholders to resolve issues and mitigate risk (including EM/RF considerations as applicable).

Qualifications:
- Active Top Secret/SCI (Candidates must be clearance-eligible and prepared to maintain clearance status throughout the duration of employment.)
- A bachelor’s degree from an accredited college or university in Systems Engineering, Aerospace Engineering, Electrical Engineering, Physical Sciences, Software Engineering, Cyber Engineering, or AI/ML Engineering is required.
- 10+ years’ experience managing, planning, developing, and executing major research/engineering/development efforts for defense organizations; serving as a lead or deputy Program Manager for major technology programs or portfolios exceeding $100M; and demonstrating strong written and oral communication skills to lead cross-functional teams and brief senior stakeholders.
- 5+ years’ experience leading and operating in highly classified environments, including SAP and SCI; and experience with the DoW Defense Acquisition System (DoD 5000 series) plus knowledge of DoW organizational structure and collaboration with R&E program managers.
Preferred Qualifications:
- 10+ years’ experience managing support services contracts comparable in size, scope, and complexity to the task order; and establishing and maintaining strong, collaborative working relationships with stakeholders across the DoW.
- 5+ years’ experience and foundational knowledge in Electromagnetics and Radio Frequencies (EM/RF).
