As part of our ongoing growth and expansion, we are seeking two dynamic and experienced Technical Service Providers to join our growing team.



Responsibilities

The Technical Service Provider (TSP) delivers direct in-field and remote technical assistance to agricultural and forestry producers participating in voluntary inventive programs under Lynker’s grant award from the U.S. Department of Agriculture (USDA) Natural Resources Conservation Service (NRCS) entitled Hawaii-Grown Partnership for Agriculture with the Award Identifying Number: NR233A750004G050. This project will allocate direct financial support to agricultural producers in Hawaii with the purpose of supporting the production and marketing of Hawaii-grown agricultural and forestry products, including but not limited to avocado, beef cattle, breadfruit, coffee, timber, tropical fruit and vegetables. We anticipate at least 6,500 acres of implementation and $26,000,000 of direct financial assistance for the adoption of conservation practices and marketing incentives to at least 150 producers over the lifetime of the award. Under the oversight of the Technical Coordinator, the TSP supports project planning, conservation practice implementation, compliance verification, data reporting, and producer support across an assigned service region. The TSP collaborates closely with Lynker personnel, partnering stakeholder organizations, and local software developers to ensure consistent technical support, regulatory compliance, accurate reporting, and successful conservation and market outcomes for producers.

We are hiring two Technical Service Provider positions for the service regions 1) Hawaii, Maui, and Molokai, and 2) Kauai and Oahu.

Duties of the Technical Service Provider will include the following:

  • Provide direct in-field and remote technical assistance to agricultural and forestry producers throughout their contracted terms for the assigned service region.
  • Conduct initial and annual site visits (virtual and in-person) to assess producer goals, define implementation areas, complete geospatial mapping, and identify appropriate NRCS Conservation Practice Standards (CPS).
  • Develop and finalize producer scopes of work, including conservation practice selection, milestones, deliverables, timelines, and incentive rate budgeting.
  • Support drafting and completion of NRCS Environmental Evaluations (CPA-52) for approved conservation practices under the award.
  • Provide ongoing technical guidance to ensure conservation practices are implemented in accordance with NRCS standards or approved variances, including Pacific Islands vegetation specifications.
  • Verify practice implementation and completion through site inspections; collect and document geospatial data, photos, implementation notes, and supporting documentation.
  • Document all project activities and verifications within the software platform developed by Natural Resource Data Solutions Inc. (NRDS) using standardized templates aligned with CPS and USDA reporting requirements.
  • Track ongoing conservation implementation metrics, verification data (e.g. photos), and marketing outcomes; support QA/QC processes under the Technical Coordinator’s oversight.
  • Collaborate closely with Lynker’s program coordinators, partnering stakeholder organizations, and NRDS developers to ensure consistent technical assistance and equitable service delivery across the assigned service region.
  • Assist producers in understanding contract requirements, reporting expectations, milestone schedules, and incentive payment structures.
  • Ensure compliance with federal grant requirements, maintain accurate and confidential records protecting personal identifiable information.
  • Contribute to continuous improvement of technical assistance delivery, data systems, incentive structures, and reporting workflows across all service regions.


Qualifications

The Technical Service Provider selected should have the following:

  • Must be based in the State of Hawaii.
  • Bachelor’s degree in agriculture, natural resource management, forestry, environmental science, or a related field with experience supporting farmers, ranchers, or forestry producers.
  • Experience with geospatial mapping tools (GIS/GPS), field data collection, and digital reporting systems.
  • Strong organizational skills with the ability to manage multiple producer contracts and deadlines simultaneously.
  • Demonstrable advanced skills and knowledge of Microsoft Excel, as well as other MS Office applications and Google Suite.
  • Ability and willingness to travel regularly within assigned service regions (inter-island travel required).
  • Excellent verbal and written communication and interpersonal skills and experience; and fluency in cultural norms and respectful conduct when interacting with agricultural producers, project partners, and subcontractors.
  • Ability to multi-task in a fast-paced, highly professional and demanding environment required.

The Ideal Technical Service Provider will have the following:

  • Master’s degree in agriculture, natural resource management, forestry, environmental science, or a related field with experience supporting farmers, ranchers, or forestry producers.
  • Working knowledge of NRCS Conservation Practice Standards (CPS), EQIP or similar federal conservation programs, including conservation planning, environmental compliance (e.g., CPA-52), and implementation verification.

Working conditions:

  • This position requires flexibility, adaptability, and mobility to work in a fast-paced environment with tight deadlines as well as occasional evening and weekend work hours.
  • Work is performed in home office and in field conditions.
  • Must possess a valid driver’s license and be willing to travel interisland to perform the aforementioned duties.
  • Reports directly to the Technical Coordinator at Lynker.
