This role sits at the intersection of payroll compliance, regulatory interpretation, and product enablement within a fast-scaling global payroll and HR platform. You will ensure that PEO-specific payroll operations remain fully compliant across evolving US federal and state regulations while helping translate complex legal requirements into scalable product and engineering solutions. Acting as a key bridge between Compliance, Product, Engineering, and Legal teams, you will shape how co-employment payroll obligations are implemented and maintained at scale. You will play a critical role in ensuring payroll compliance integrity while supporting continuous product innovation. Accountabilities

In this role, you will ensure end-to-end compliance for PEO payroll operations while enabling scalable product implementation of regulatory requirements across the US.

  • Monitor, interpret, and apply US federal and state PEO regulations, licensing requirements, and compliance frameworks to ensure ongoing product alignment and legal adherence.
  • Ensure accurate handling of co-employment payroll tax obligations, including FUTA/SUTA, multi-state employer registrations, and joint employer compliance considerations.
  • Partner closely with Product and Engineering teams to translate regulatory requirements into clear technical specifications for payroll engine development and enhancements.
  • Identify and proactively communicate the compliance impact of evolving legislation across jurisdictions to cross-functional stakeholders, including Legal, Product, and Operations.
  • Support audit readiness by maintaining documentation and ensuring compliance with regulatory reviews, licensing renewals, and state examinations.
  • Develop and maintain compliance specifications for payroll reporting, integrations, and system requirements to ensure continuous regulatory adherence.
  • Collaborate with internal specialists to validate requirements, support testing, and ensure correct implementation of compliance-driven product updates.
Requirements

This role requires strong expertise in PEO compliance and the ability to translate complex regulatory frameworks into structured, actionable product requirements within a technology environment.

  • 4+ years of experience in PEO compliance with deep expertise in US federal and state PEO regulatory frameworks.
  • Strong understanding of co-employment models, payroll tax obligations, and related compliance structures (FUTA/SUTA, multi-state registrations, joint employer rules).
  • Proven ability to interpret complex PEO regulations and translate them into clear, actionable technical and product specifications.
  • Experience working cross-functionally with Product, Engineering, Legal, or Compliance teams, ideally in a SaaS or technology-driven environment.
  • Strong analytical mindset with attention to detail and ability to manage regulatory complexity with precision and accuracy.
  • Excellent communication skills, with the ability to explain compliance requirements clearly to both technical and non-technical stakeholders.
  • Preferred: experience in payroll systems, HR tech, or global employment platforms.
