This role is a key technical leadership position responsible for guiding end-to-end software delivery for a Medicare Appeals and Claims platform. You will lead cross-functional development, QA, and architecture teams while ensuring high-quality, compliant, and reliable software releases in a regulated healthcare environment. Acting as both a people leader and delivery owner, you will coordinate closely with program leadership, Agile teams, and operations stakeholders to align execution with business goals. The role requires strong ownership of delivery pipelines, from planning through deployment, with a focus on stability, performance, and quality. You will help shape engineering standards, improve development processes, and ensure continuous delivery improvements across teams. This is a fully remote position operating in Eastern Standard Time, offering the opportunity to lead mission-critical systems with real-world impact.

Accountabilities

In this role, you will oversee engineering execution, team leadership, and delivery governance across a complex software environment supporting healthcare claims and appeals systems.

  • Lead, mentor, and manage development, QA, and architecture teams, fostering accountability, collaboration, and technical growth.
  • Define delivery roadmaps in collaboration with product and business stakeholders, ensuring alignment with priorities and compliance requirements.
  • Oversee end-to-end software delivery, ensuring timely releases with minimal defects and strong production stability.
  • Coordinate Agile execution, including sprint planning, prioritization, and cross-team alignment across engineering, QA, DevOps, and business functions.
  • Guide technical decisions, including architecture reviews, design validation, and technology selection for scalable solutions.
  • Enforce engineering best practices, including code quality standards, testing discipline, and CI/CD processes.
  • Monitor performance metrics such as velocity, defect rates, and delivery timelines to improve engineering effectiveness.
  • Manage production stability, incident response, and root cause analysis for critical systems.
  • Communicate progress, risks, and technical insights to senior leadership and stakeholders.
Requirements

This role requires a seasoned engineering leader with strong technical depth, delivery ownership experience, and the ability to manage complex, regulated systems in a fast-paced Agile environment.

  • Bachelor’s degree and 10+ years of experience in application or systems development.
  • 5+ years of experience managing technical teams including developers, QA engineers, and architects.
  • Proven experience delivering end-to-end software solutions in Agile or hybrid environments.
  • Strong ability to manage delivery risks, dependencies, and timelines while ensuring high-quality outcomes.
  • Experience enforcing engineering standards such as code reviews, definition of done, and quality gates.
  • Solid understanding of system architecture, software design principles, and scalable application development.
  • Strong communication skills with the ability to translate technical concepts into business value.
  • Experience working in regulated or enterprise environments (healthcare experience is a plus).
  • Ability to work in Eastern Standard Time and obtain/maintain a Public Trust clearance.
  • Hands-on familiarity with technologies such as Java, JavaScript frameworks, SQL, REST APIs, and CI/CD tools (preferred).
  • Experience with low-code platforms (e.g., Appian, Salesforce, ServiceNow, Pega, or similar) is a plus.
Benefits
  • Competitive salary estimated between $129,813 and $172,500, based on experience and location
  • Remote-first work environment (US-based, EST alignment required)
  • Comprehensive healthcare coverage including medical, dental, vision, and disability insurance
  • 401(k) retirement savings plan with company match
  • Generous paid time off including vacation, sick leave, holidays, and parental leave
  • Flexible work arrangements supporting work-life balance
  • Life insurance and additional voluntary benefit options
  • Professional development opportunities and leadership growth support
  • Inclusive, mission-driven environment focused on public sector impact
