nou Systems, Inc. (nSI) is seeking a highly skilled Program Planning & Control Analyst to support the U.S. Army Ronald Reagan Space and Missile Test Range (RTR). As technical support activities continue to expand in size and complexity, RTR requires increased programmatic structure and visibility across budgets, schedules, staffing, deliverables, and execution priorities.
While the Range Contractor executes day-to-day operations, nSI personnel work alongside RTR leadership, the Range Contractor, and mission partners to help manage planning, resourcing, and program execution across multiple lines of effort. The successful candidate will provide essential structure, visibility, and coordination across program priorities, resources, and deliverables, helping ensure activities remain organized, aligned, and executable as the scope of work continues to grow.
Key Responsibilities:
- Support program planning and execution through tracking of budgets, schedules, tasking, deliverables, and action items.
- Maintain integrated program views across staffing, funding, milestones, risks, and technical activities.
- Assist leadership with financial tracking, burn-rate analysis, forecasting, and variance identification.
- Develop and maintain schedules, dashboards, reports, and status products to support internal and customer-facing reviews.
- Coordinate planning inputs across technical staff to ensure priorities, dependencies, and deadlines are visible and managed.
- Support development of program documentation including spend plans, staffing plans, meeting materials, and execution summaries.
- Monitor contract and program performance indicators and identify areas requiring leadership attention.
- Help prepare for reviews, technical exchanges, customer engagements, and recurring program management rhythms.
- Track risks, issues, decisions, and follow-up actions to improve execution discipline and accountability.
- Support ad hoc analysis and special projects related to program growth, resource planning, and operational efficiency.
Required Qualifications:
- Bachelor’s degree in Business, Finance, Accounting, Program Management, Engineering Management, or related discipline.
- Experience tracking budgets, schedules, staffing, and execution across multiple concurrent activities.
- Strong analytical skills with proficiency in Excel and experience preparing program status reports and management products.
- Ability to organize complex information and communicate clearly with both technical and non-technical stakeholders.
- Strong attention to detail and ability to work independently in a dynamic environment.
- Must be able to obtain and maintain a DoD Secret clearance.
Desired Skills:
- Experience supporting DoD programs, federal contracts, or mission-focused technical organizations.
- Familiarity with program financial management, forecasting, EVMS-related concepts, or contract execution tracking.
- Experience building dashboards, schedules, or reporting tools for leadership decision-making.
- Ability to work effectively with engineers, program managers, and government customers.
- Strong organizational skills and comfort managing competing priorities in a fast-paced setting.
