About This Position
C3 SME Planner & Estimator
Mills Marine Ship & Repair, LLC is currently seeking an individual to support the Command, Control, and Communications (C3) Shore Site C3 Subject Matter Expert with Planner and Estimator experience.
“Naval Information Warfare Systems Command (NAVWAR) recently established a Command, Control, and Communications (C3) Shore Program Management (SPM) Office focused on providing sustainment, life cycle support and modernization to ensure site readiness for C3 shore commands Navy wide. C3 shore commands are on-shore installations and facilities, serving as hubs for Navy C3 systems that provide global connectivity for the fleet. C3 systems are fundamental to all military operations, delivering the critical information necessary to plan, coordinate, and control forces and operations, across the full range of the Department of Defense missions. The primary task is to develop and maintain approximately 31 class maintenance plans respective to the configuration of each C3 Shore platform.”
As a C3 Subject Matter Expert with Planner and Estimator experience, you will be instrumental in developing a plan to define, create, and implement sustainment, life cycle support and modernization for C3 Shore Commands.
Clearance Requirement:
Must be a US citizen with the ability to obtain/maintain a DOD Secret security clearance.
Essential Functions and Responsibilities:
- Perform site visit checks for actual site conditions.
- Integrated availability schedules using Microsoft Project.
- Development and manage Integrated Master Schedule utilizing MS Project.
- Evaluate drawings, requirements, and other paperwork to develop extensive cost estimates.
- Utilize both Critical Path Method and Elaborative Scheduling Methods (i.e., time/cost tradeoffs, resource leveling, scheduling with uncertain durations, critical chain project management, scrum, etc.) to develop a schedule.
- Provide specialized expertise in evaluating risk, aligning capabilities to requirements, and executing the C3 process.
- Development and manage the Program Work Breakdown Structures, Contract Work Breakdown Structure, and Integrate Organizational Breakdown Structures.
- Interpret repair and modernization Work Breakdown Structure (WBS) philosophy.
- Develop, apply, and analyze performance measures.
- Perform trend, budget, and resource capacity analyses including providing recommendations, and developing implementation plans.
- Develop standardized cost estimating or class maintenance plans.
- Develop estimates that meet customer requirements for schedule, scope of work, and quality.
- Attend meeting with senior management to clarify estimates.
Required Education, Skills, and Experience
- Technical Training in “Relevant C5ISR Field.”
- Fifteen (15) years of hands-on experience with “Task Specific Projects”, to include three (3) of the following five (5) areas: Systems Requirements, Operational Requirements, Data Analysis, Test & Evaluation, and Training.
- Recognized expert who has demonstrated industry and/or public service (e.g., federal, state, or local) leadership in “Relevant Technical Field.”
- General knowledge of mechanical components (command, control, and communications, systems) disassembly, inspection, repair, restoration.
- Scheduler or Scheduler Supervisor experience preferred.
- Proficient with Microsoft Office Products, including Word, Excel, PowerPoint, and Access
- Familiar with Model Based Product Support.
- Familiar with Navy Data Environment.
- Familiar with Navy Maintenance Database.
- Integrated availability schedules using Microsoft Project
- Must demonstrate excellent communication and interpersonal skills.
- Strong organizational skills.
- Knowledge of US Navy maintenance methodology.
- Understanding of reliability principles.
- Work for or supported the following organizations would be a plus:
- Submarine Maintenance Engineering Planning and Procurement
- Surface Maintenance Engineering Planning Program
- Carrier Planning Activity
Physical Demands and Expectations:
- Ability to speak, read, hear, and write, with or without assistance.
- Ability to use phone and computer systems, copier, fax, and other office equipment.
- Regular physical activity includes walking, climbing stairs, bending, stooping, reaching, standing, and prolonged sitting.
