Program Analyst

The Program Analyst provides operational analysis, program coordination, and knowledge management support to the Bureau of Indian Affairs' TAAMS contract recompete and Probate modernization initiative. Working closely with IA leadership, acquisition staff, and the current TAAMS vendor, this role bridges programmatic and technical domainsensuring informed decision-making through rigorous analysis, well-structured reporting, and effective stakeholder engagement. This position is well-suited to candidates with strong research and analytical capabilities who thrive in dynamic federal program environments.
This is primarily a remote/virtual position. Standard work hours are MondayFriday, 8:00 AM 5:00 PM (contractor's local time), excluding federal holidays. Government-furnished equipment (laptop and PIV card) will be provided. The selected candidate must comply with all federal information security requirements.

Key Responsibilities
Research and investigate new or improved business and management practices applicable to the IA's TAAMS recompete and Probate program operations.
Analyze program and directorate operational needs to determine requirements as they relate to operational management systems and emerging IT modernization initiatives (including eProbate/eNativeTrust).
Review forms, reports, and internal materials; confer with management and program users to identify inefficiencies and recommend improvements to reporting processes and formats.
Provide analysis of reporting requirements, simplify data reporting methods, and ensure submission timelines and accuracy standards are consistently met.
Participate in program-level problem-solving discussions and contribute to development of solutions that benefit the organization's internal workflows and operational procedures.
Apply process improvement principles and re-engineering methodologies to support planning and transition activities.
Monitor program administrative processes for opportunities to improve efficiency and reduce redundancy; develop and document recommendations for leadership review.
Research stakeholder organizationsinternal and externalto map leadership structures, ranges of activity, and relevant points of contact to inform program coordination.
Conduct capability analyses; evaluate and advise on organizational methods and procedures for administrative and program support systems.
Conduct internal program studies and evaluations; recommend work simplification measures and prepare operations documentation to support effective program management.
Create, document, and manage a controlled information and knowledge management system for program artifacts, reports, and decision-support materials.
Develop weekly and daily status reports; assist in preparing leadership briefings and communications; review internal materials for accuracy and consistency.
Support vendor coordination and transition planning activities; maintain awareness of risks, issues, and evolving program objectives.
Assist with acquisition and budget support documentation as directed by the COR, including contributions to IGEs, budget justifications, and related materials.

Minimum Qualifications
Bachelor's Degree in Business Administration, Public Administration, Political Science, Information Management, or a related field; or equivalent directly relevant experience.
Master's Degree preferred.
Minimum 4 years of experience in program analysis, operations support, or management analysis in a federal government or government contracting environment.
Experience supporting federal program documentation, reporting, or coordination activities.
Exposure to federal IT system environments or program management offices supporting technology-related initiatives is a plus.
Familiarity with federal trust programs, tribal operations, or land management systems is desirable but not required.

Required Skills & Competencies
Strong research and analytical skills; ability to gather, synthesize, and present complex program information clearly and concisely.
Effective written communication skills, with demonstrated ability to produce reports, briefings, and program documentation for diverse audiences.
Strong organizational skills and attention to detail; ability to manage competing priorities and meet deadlines.
Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and federal document management or collaboration tools.
Ability to work collaboratively across organizational boundaries, including with acquisition, budget, and technical staff.
Ability to obtain and maintain a federal background investigation clearance.
Familiarity with federal acquisition regulations (FAR) and IDIQ contract structures preferred.
