About This Position
Zepf Center has been serving the Lucas County community for over 50 years. We are the leading provider of behavioral health and substance use disorder services in Northwest Ohio. Services include adult and child psychiatric, substance abuse, case management, residential, Crisis Care, and therapy programs, as well as career development and wellness services. Zepf Center also offers primary care medical services to our patients to contribute to their continuum of care. Zepf Center is a trauma-informed agency and environment for both patients and staff.
Summary:The purpose of this position is to oversee the operation and management of the Fatherhood Connection Project within the Vocational Services Department. This role is responsible for the planning, implementation, evaluation, and daily operations of the program. Key responsibilities include program management, staff development, data management, community partnership development, marketing, and budget oversight for a workforce development and social services program.Essential Duties and Responsibilities:
Program Management
- Provides program direction and oversight to staff assigned to the Fatherhood Connection Project, ensuring alignment with the organization’s mission, vision, and administrative philosophy.
- Provides clinical and administrative supervision in accordance with agency policies and procedures, including completing performance evaluations, providing ongoing feedback, and approving timesheets and leave requests.
- Develops, monitors, and evaluates departmental goals and objectives to ensure program effectiveness and desired outcomes are achieved.
- Monitors program utilization and staffing levels, ensuring alignment with budget expectations; identifies trends and implements strategies to optimize utilization, including engagement with referral sources as needed.
- Ensures compliance with all applicable federal guidelines, including FORGE requirements, as well as agency standards and accrediting bodies (e.g., CARF); establishes or updates procedures as needed to maintain compliance.
- Leads recruitment efforts for assigned positions and makes recommendations regarding hiring and other personnel actions; ensures consistent hiring practices across all roles, including intermittent or contingency staff.
- Collaborates with the Federal Project Officer on a regular basis to review program performance, outcomes, and service delivery models.
- Promotes and integrates the effective use of technology in program operations.
Staff Development
- Develops and implements a comprehensive staff development plan to ensure staff possess the skills and knowledge necessary to achieve program outcomes and support client success. Provides training on key operational functions, including service documentation, data entry, needs assessments, treatment/action planning, group facilitation, individual interventions, and collaboration within an integrated care team.
Data Management Review
- Utilizes program data to monitor performance, identify trends, and guide service adjustments to ensure desired outcomes are achieved.
- Incorporates data into team and individual supervision to track progress toward goals and reinforce performance expectations.
- Develops expertise in the federal nFORM data system to monitor data entry, ensure accuracy, and generate reports to support program management.
Community Partnerships
- Develops and manages partnerships with community agencies, including negotiating Memoranda of Understanding (MOUs) and monitoring partner performance to ensure commitments are fulfilled.
- Cultivates and maintains positive relationships with referral sources, training providers, and other community stakeholders; serves as a liaison to promote program services and collaboration.
- Represents the program through community engagement, advocacy, and participation in events and initiatives that support responsible parenting and workforce development.
- Leads public relations and fundraising efforts as appropriate to support program sustainability.
- Prepares and delivers reports, including program outcomes and success stories, to partners, advisory boards, funding agencies, elected officials, and other stakeholders; analyzes trends and provides recommendations for improvement.
- Organizes and facilitates Advisory Board and partner meetings to support collaboration and guide implementation of service enhancements.
Marketing and Outreach
- Collaborates with the Zepf Marketing team to develop and implement a comprehensive marketing strategy that aligns with organizational policies and supports client recruitment and retention.
- Ensures all program marketing materials receive required approval from the Federal Project Officer.
- Partners with executive and mid-level management to integrate Fatherhood Connection Project vocational services into client care coordination, including participation in team meetings, training staff on outreach, and ensuring appropriate documentation practices.
- Represents the program at community outreach events to promote services and support service coordination.
Budget Management
- Collaborates with the Finance Department to develop the annual program budget, making recommendations to align with program, staffing, and operational needs.
- Monitors budget performance on an ongoing basis through regular review with Finance, ensuring the program remains on target and identifying adjustments as needed.
Other Duties
- Participates in assigned agency committees and meetings.
- Performs other duties as assigned to support departmental and organizational success.

- Completes performance evaluations in a timely and effective manner, ensuring alignment with organizational goals and competency standards.
- Demonstrates understanding of departmental budgets and fiscal processes, ensuring recommendations align with Zepf Center’s strategic vision

Position Qualifications:
- Bachelor’s degree required.
- Minimum of three (3) years of related experience in social services, behavioral health, workforce development, or a related field.
- Two (2) to five (5) years of supervisory experience with progressive responsibility.
- Experience with budget management and personnel oversight.
- Proficient computer skills.
- This position supervises: Project Manager, Coordinators, Success Coaches, and Employment Specialist.
