POSITION SUMMARYThe Airport Program Manager I oversees airport programs, including tenant relations, the Foreign Trade Zone (FTZ), educational initiatives, and airport-related special events, activities, and community outreach efforts from concept through completion. This position also supports marketing, communications, and strategic branding initiatives under the direction of the Division Manager – Airport Administration.
The Airport Program Manager provides administrative and managerial oversight for personnel delivering services to the public through complex and specialized departmental programs. Responsibilities include coordinating major program activities; supervising staff and/or external consultants; managing daily work assignments; planning and administering program budgets; monitoring revenues and expenditures; tracking program performance; and preparing reports and analyses for executive leadership and departmental management.
This role ensures compliance with established master plans, schedules, and operational objectives. The Airport Program Manager identifies and resolves program challenges, develops and implements innovative initiatives to enhance services for internal and external stakeholders, and directs the work of personnel assigned to airport programs across multiple functional areas.
This is a classified position covered by the Personnel Rules.
This is a Management Category II position which includes eight (8) additional Management Vacation Days and a Vehicle Allowance of $340/month.ESSENTIAL JOB FUNCTIONS

- Plans, develops, recommends, implements, and evaluates policies, procedures, and methods for the Airport’s Community Outreach Program.
- Develops and implements plans, programs, and strategies to market Executive Airport services to the community; the aviation industry; and local, national, and international businesses.
- Assists in the development of program objectives and goals; analyzes performance metrics and prepares reports.
- Supports the department's strategic planning efforts.
- Develops and implements effective strategies and initiatives to achieve program and departmental objectives.
- Identifies, manages, and improves core processes through continuous improvement methodologies.
- Collaborates with City staff to develop program initiatives; evaluates cost-effectiveness, technical feasibility, and implementation strategies.
- Conducts feasibility studies and cost-benefit analyses to support decision-making.
- Promotes the Foreign-Trade Zone (FTZ) program to maintain active status and identify opportunities for zone expansion through marketing and business engagement.

- Provides professional and technical assistance to Airport tenants and external agencies.
- Monitors systems to ensure tenant compliance with lease agreements.
- Plans, coordinates, and manages the logistics and promotion of special events, meetings, and public forums.
- Ensures the public is informed of division programs, events, accomplishments, and activities through various communication channels and outreach efforts.
- Coordinates the airport's Internship Program with colleges and universities; develops educational programs and opportunities to promote careers in aviation.
- Promotes and supports the Airport’s sustainability initiatives, including Leadership in Energy and Environmental Design (LEED) certified facilities.
- Leads efforts to develop and evaluate sustainability initiatives, including assessing cost-effectiveness, technical feasibility, and implementation strategies.
- Supervises administrative and support personnel; develops and implements budgetary recommendations and financial controls.
- Manages assigned personnel by developing work plans, delegating and reviewing assignments, and overseeing hiring, training, and performance evaluations.
- Recommends personnel actions, including hiring, promotion, reassignment, discipline, and termination; and participates in the resolution of employee grievances.
- Ensures compliance with applicable standards, regulations, and operational procedures.
- Performs related work as required.
- Bachelor's degree in aviation management, business management or a closely related field.
- At least three (3) years of progressively responsible professional experience in airport management and the development, implementation and administration of programs, methods and/or procedures; evaluation of program and operation effectiveness; development of administrative practices to meet program, policy, organizational or legislative change.
- Additional qualifying experience or completion of coursework at an accredited college or university in a job-related field, may substitute on a year-for-year basis for the required experience or education.
- Experience must include at least three (3) years of supervisory experience.

PHYSICAL STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS:
