You will lead complex, multi-disciplinary project teams delivering IT strategy, systems planning, procurement, and implementation support for large-scale public sector initiatives. Acting as both a delivery leader and trusted advisor, you will help agencies improve service delivery through better systems, processes, and governance. The position requires strong stakeholder management, analytical thinking, and the ability to operate in highly regulated environments. You will guide engagements from planning through execution, ensuring high-quality outcomes on time and within budget. Accountabilities

In this role, you will be responsible for leading consulting engagements for state HHS agencies, managing project teams, and ensuring the successful delivery of IT and operational transformation initiatives.

  • Lead end-to-end project delivery for state HHS clients, including IT planning, procurement, implementation, and advisory services
  • Manage multidisciplinary teams and oversee deliverables such as requirements documentation, RFPs, gap analyses, IV&V reports, and QA/testing materials
  • Develop project plans, define workstreams, assign responsibilities, and ensure timely and within-budget execution
  • Serve as a primary client advisor, facilitating meetings, stakeholder interviews, and executive-level communications
  • Report on project status, risks, and issues to client leadership with clear written and verbal updates
  • Support strategic initiatives such as process improvement, organizational assessments, and IT governance frameworks
  • Contribute to staff development, mentoring junior consultants, and fostering a collaborative team culture
  • Ensure high-quality deliverables aligned with consulting standards and client expectations
Requirements

This role requires strong consulting and project management experience within government or public sector environments, particularly in Health and Human Services programs. You should be comfortable leading teams, managing complex engagements, and communicating with executive stakeholders.

  • Bachelor’s degree in a technology, business, or related field
  • PMP certification strongly preferred
  • 4+ years of experience working with or for state government agencies, ideally within HHS programs (e.g., SNAP, TANF, Child Support, Child Care)
  • Experience in IT consulting, systems implementation, or public sector advisory services
  • Strong understanding of IT systems planning, procurement, and vendor management processes
  • Proven ability to lead project teams and manage multiple workstreams simultaneously
  • Excellent written and verbal communication skills, including executive-level reporting and presentations
  • Strong organizational skills with the ability to balance detail orientation and big-picture thinking
  • Proficiency in Microsoft Office tools (Excel, PowerPoint, Project, Visio)
  • Ability to work independently and collaboratively in complex, fast-paced environments
