General Description

Performs professional administrative and supervisory work in the planning, scheduling, and supervision of the landscape division. Is responsible for the supervision of the landscape division, and all scheduling, seeding, weeding, cultivating, and general care of the assigned development grounds. Work involves supervision of up-to-five (5) employees in these duties, inspecting all developments to ensure the grounds are maintained in excellent condition, and maintaining proper records of work accomplished. Work must be executed quickly and in accordance with HUD rules and regulations.

Job Duties include:

  • Monitors work of outside contractors or other housing authority departments if they assist in landscape preparation.
  • Performs 20 hours of landscaping labor per week billable to various developments.
  • Maintains work orders so that no work orders are more than 6 days old, no emergency work order is more than 24 hours old, and no urgent work order is more than 2 days old.
  • Performs personnel duties including evaluation of employee performance; approval of leave time off; working with Assistant Director Operations in disciplinary actions of landscape crew; assigning work to employees; and interview and hiring of landscape personnel.
  • Monitors and ensures that employees are trained and that safety policies and rules are followed.
  • Ensure all landscape personnel understand the site manual for “Physical Standards of Housing Communities” for the Raleigh Housing Authority.
  • Ensure all assigned developments receive an “A” on the Uniform Physical Conditions Standards Inspection pertaining to site-based deficiencies.

Special Requirements

  • Drug testing and criminal background check are required.
  • A valid North Carolina Driver’s License
  • North Carolina Pesticide Applicators (Grounds) Certification is preferred.

Desirable Education & Training

  • Graduation from high school or its equivalent with 3 to 5 years of landscaping experience and 3 years of supervisory experience; or
  • Equivalent combination of education and experience which provides the required knowledge, skills, and abilities to perform this job.
