This senior leadership role is responsible for shaping and overseeing the compliance strategy for a complex portfolio of health and employee benefits products and services. The position plays a critical role in ensuring full adherence to federal and state regulations while supporting the safe and compliant delivery of solutions such as HSAs, COBRA, ACA-related services, and benefit administration platforms. You will act as a key advisor to senior leadership, guiding regulatory interpretation, risk mitigation, and compliance program execution across the organization. The role combines strategic oversight with hands-on regulatory engagement, including direct interaction with government agencies and legal stakeholders. It also involves driving continuous improvement in compliance frameworks, policies, and operational processes. This is a high-impact leadership position at the intersection of law, healthcare regulation, and business operations.
- Lead and oversee the Compliance team responsible for health and benefits products, including COBRA administration, HSAs, ACA compliance, and benefit management services.
- Ensure compliance oversight for nonbank custodian activities, including regulatory monitoring, fiduciary committee support, audits, and compliance reporting processes.
- Manage regulatory interactions, including responses to state and federal agencies, written appeals, and compliance-related inquiries in coordination with Legal.
- Investigate compliance risks, assess targeted issues, and implement corrective actions or process improvements across operational teams.
- Support the development and execution of the enterprise compliance program aligned with recognized regulatory frameworks and best practices.
- Oversee licensing activities, including TPA and broker license coordination, renewals, and regulatory maintenance.
- Monitor regulatory changes and communicate updates to internal stakeholders, ensuring timely integration into business operations.
- Contribute to enterprise risk management activities by identifying, evaluating, and updating key compliance risk areas.
- Provide guidance on product launches, strategic initiatives, and change management processes from a compliance perspective.
- Represent compliance in internal governance forums and industry-related engagements to support regulatory advocacy and awareness.
- Juris Doctor or equivalent professional experience in law, compliance, or a related field.
- 10–15 years of experience in compliance, legal, or regulatory roles, preferably within healthcare, benefits, or insurance environments.
- Deep knowledge of regulatory frameworks including COBRA, ACA, HIPAA, cafeteria plans, HSAs, and state continuation laws.
- Experience with broker licensing, privacy laws, federal acquisition regulations, or Medicare Advantage is a plus.
- Strong leadership experience building and managing compliance teams and frameworks.
- Proven ability to manage complex regulatory environments and multiple competing priorities.
- Strong analytical and problem-solving skills with sound judgment and risk-based decision-making.
- Excellent written and verbal communication skills, with the ability to simplify complex regulatory topics.
- Ability to collaborate effectively across legal, operational, and executive stakeholders.
- High ethical standards and strong intellectual curiosity regarding regulatory developments.
- Competitive base salary range: $157,300 – $194,400 annually.
