About This Position
We are seeking qualified Counselors (Subcontractors) to provide professional counseling and case management services under our U.S. Department of Labor–funded Homeless Veteran Reintegration Program (HVRP). Counselors will deliver structured career guidance, employment planning, and supportive counseling services to eligible veterans in accordance with the Performance Work Statement (PWS).
This position requires strict adherence to federal grant requirements, documentation standards, and outcome-driven service delivery.
Position Overview

Counselors will deliver structured career guidance, employment planning, and supportive counseling services to eligible veterans in accordance with the Performance Work Statement (PWS).

Minimum Required Education (MANDATORY – No Exceptions)
All personnel performing counseling services under this contract must possess:
A Master of Science (MS) or
A Master of Arts (MA)
In one of the following fields:
Career Guidance and Planning
Rehabilitation Counseling
Counseling Psychology
Adult Education
Educational Program Administration
Applications that do not meet the above degree requirements will not be considered, as these credentials are required under the contract PWS.
Key Responsibilities
Conduct comprehensive assessments of participant employment readiness and barriers.
Develop individualized employment and service plans.
Provide structured career counseling and vocational guidance.
Deliver job readiness training and workforce preparation support.
Coordinate referrals to supportive services and community resources.
Maintain accurate, timely case documentation in compliance with federal grant requirements.
Track participant progress and employment outcomes.
Collaborate with program staff, workforce partners, and employers.
Required Qualifications
Master’s degree in one of the specified disciplines (see above).
Experience in workforce development, vocational rehabilitation, career counseling, or related human services.
Knowledge of employment barriers faced by homeless or at-risk veterans preferred.
Strong documentation, case management, and organizational skills.
Ability to work independently under subcontractor agreement.
Proficiency with case management systems and Microsoft Office applications.
Preferred Qualifications
Experience working with veterans.
Familiarity with Department of Labor grant programs.
Background in trauma-informed or barrier-focused service delivery.
