ABOUT THE POSITION

Under general supervision, to perform a variety of assignments related to supporting technology in one or more specialized areas within the Information Technology Department, serving other departments within Shasta County; and to perform related work as required.

This position is based on-site at Shasta County offices in Redding, CA and is not eligible for remote work.

DISTINGUISHING CHARACTERISTICS

This position works under the direction of the IT. Supervisor and is distinguished by its specialization in installing, maintaining, supporting, and operating a wide variety of computer and peripheral equipment and software.

IDEAL CANDIDATE

The ideal candidate will be service oriented with excellent written and verbal communication skills. Must be a self-sufficient individual with the ability to work independently and prioritize a heavy dynamic workload. Critical thinking while maintaining a high level of attention to detail during stressful situations is critical to this role. The candidate will be able to operate a county vehicle to travel and conduct site visits at locations within Shasta County. Must be able to adhere to established policies and procedures.

In addition, the below experience is highly desired:

  • At least one year of experience as a Personal Computer Technician with a minimum of 6-Months end user support.
  • An understanding of the basic principles of network cabling & wiring as it relates to PC connectivity to a LAN/WAN.
  • Experience with supporting users of VPN (Virtual Private Network) solutions for PC’s and & mobile data devices with Remote Desktop Services.
  • Experience with end user training and customer service related to the use of Windows 11.
  • Experience in printer repair and troubleshooting printer hardware and configuration issues.
  • A minimum of 6-months of experience working in a complex call center, using a ticket management system.
EXAMPLES OF ESSENTIAL DUTIES

This position requires the ability to perform tasks related to specific functional areas within the Information Technology Department. An Incumbent is required to perform in one or more of the following specialized areas. Duties may include, but are not limited to, the following:

Desktop Computer Support: Incumbents assigned to this area will perform job duties such as: installation, configuration, maintenance, and support of a wide variety of PC based computer systems and associated components, including, PC printers, PC peripheral devices, terminals, terminal printers, network printers, communications equipment, cables, and modems; load and verify operating systems and software packages, which include office suite applications, electronic mail and scheduling software; display, through practical application, skills in Customer Service and PC repair; assist in providing customer training for equipment and software within the scope of business operations and provide technical support to the County’s user community as directed.

Call Center: Incumbents assigned to this area will perform duties such as: respond as tier-one support for customers contacting the Information Technology Call Center requesting help; handle phone calls in a professional and courteous manner; transfer calls as needed; prepare logs and track service requests; report all hardware, software and network problems to the appropriate IT. staff and affected user community; follow standard operating procedures when processing customer support calls. When responding to support calls use written aids, as well as acquired knowledge in the areas of hardware; networking; packaged, emulation, database and custom software; and other technology in use in Shasta County. Incumbent will create a service request and dispatch a technician or refer the caller to tier-two support staff in the event they are unable to resolve an issue.

Computer Operations: Incumbents assigned to this area will perform job duties such as: operating and monitoring computer systems and peripheral equipment in accordance with standard operating instructions; appropriate usage of technical documentation; initiate scheduled job processing as directed; mount magnetic tape reels and cartridges as required; load system printers with appropriate forms; enter appropriate information in activity, incident and other logs; perform diagnostic routines as specified to determine the cause of equipment or system software malfunctions; refer problems which do not respond to prescribed procedures to appropriate staff for resolution.

QUALIFICATIONS

Any combination of education and experience sufficient to directly demonstrate possession and application of the following:

Knowledge of: Operation of personal computers, PC Operating Systems, PC Printers, and peripherals including diagnostic and troubleshooting techniques; software tools used to remotely support personal computers; technical terminology as applied to computer operations; standard office automation software, such as word processing, spreadsheet and e-mail applications; general principles of operation of centralized computer systems and related equipment.

Ability to: Operate various centralized computer systems and related peripheral and auxiliary equipment; install, configure and troubleshoot personal computer hardware and software and peripheral equipment; actively promote adherence to County computing and information technology policies; provide limited disk recovery assistance to customers; perform arithmetical computations; answer support calls in a professional and courteous manner; maintain logs, inventories and other required paperwork for certain positions; demonstrate clear and concise oral and written communication skills including the ability to communicate effectively with other technical staff and customers; demonstrate appropriate time management and organizational skills; troubleshoot hardware, software or other problems within specified area and take appropriate corrective action; work effectively and cooperatively as a member of a team and with those contacted in the course of work; interpret and follow both verbal and written instructions accurately and pay attention to the quality of work produced; effectively use communication tools such as telephone, voicemail, email, internet, intranet and others as required.

Benefits:

THESE BENEFITS DO NOT APPLY TO EXTRA HELP EMPLOYEES

Holidays:

  • 12 paid holidays (96 hours) per year.
  • 1 Floating holiday annually.
Vacation:
  • 10 working days a year during the first three years of service.
  • 15 working days a year - 4 through 9 years of service.
  • 17 working days a year - 10 through 15 years of service.
  • 20 working days a year - 16 or more years of service.

Note - accrued vacation leave may not be used until after three months of employment. For purposes of vacation accrual, a working day is no more than 8 hours.

Employees may elect to receive a payment for Vacation hours (in lieu of use) for up to twenty hours – in five whole hour increments – of accrued vacation. *Subject to criteria as outlined in section 13.9C in the UPEC-General MOU.

Sick Leave:
  • 96 hours of sick leave are earned each year with no maximum accrual.
    • Employees terminating in good standing after completion of 5 years of continuous service will receive a pro-rata payoff of accumulated sick leave.
    • Unused sick leave may be converted to PERS service credit upon retirement.

Note - sick leave may be used immediately as accrued. Accrued paid leave benefits are used in conjunction with FMLA/CFRA as appropriate.

*Vacation and Sick Leave accruals are based on regularly scheduled working hours. Additional time will not be accrued on hours worked over 80 hours within a one pay period.

Bereavement:
  • 24 hours paid leave for each non-concurrent death in the immediate family.
Health Plan:
Shasta County contracts with PERS for medical insurance.
Depending on the plan selected, the County pays most of the employee premium, and contributes a portion of the dependent premium.
Contributions are made for a portion of a retiree's insurance premium.

Dental Plan:
The County pays a portion of the employee's and dependents' premium for dental insurance. The employee pays the full premium during the first six months of coverage.

Vision Plan:
The County pays the employee premium and employees may enroll dependents at their own expense.

Life Insurance:
The County pays the premium for life insurance for most employees. The amount of coverage varies by bargaining unit. For UPEC-General employees the current coverage amount is $25,000.

Additional Life insurance is available to purchase through Aflac and The Standard.

Retirement:
The County is in the Public Employees' Retirement System (CalPERS) coordinated with Social Security.
  • Members hired prior to May 8, 2011 are covered under the retirement formula of 2% @ 55 benefit.
  • Members hired after May 8, 2011 but before January 1, 2013 are covered under the retirement formula of 2% @ 60 benefit.
  • Members hired after January 1, 2013 are covered under the California Public Employees Pension Reform Act (PEPRA) with a benefit formula of 2% @ 62.
Please review the specific MOU for stipulated retirement formulas.

Employees pay 9.5% of his or her salary, on a pre-tax basis for a period of time as specified in his or her labor contract, or Personnel Rules as appropriate. Members hired prior to 2013 may have a different contribution percentage.

Miscellaneous:
  • Deferred Compensation plans available through specified companies with employer match up to 3%
  • IRC Section 125 plan available for pre-tax payroll deductions for contributions towards un-reimbursed medical expenses and dependent care.
