Job Description:

The Scrum Master plays a critical role in the support of a software development and administration team in the planning, implementation, and enhancement of the Software Asset Management application. In alignment with CMS' strategic initiative to streamline asset management, achieve compliance, and optimize IT costs, this role supports the agency's mission by leveraging advanced IT Asset Management (ITAM) processes to ensure accurate asset tracking, operational transparency, and regulatory adherence. This individual mentors team members, collaborates across CMS departments and vendors, and establishes dashboards to track program success and deliver measurable results.

HOW YOU WILL MAKE AN IMPACT:
  • Facilitate Agile ceremonies (sprint planning, daily standups, retrospectives) and oversee backlog prioritization and refinements
  • Maintain JIRA and other information radiators for the teams
  • Mentor and coach team members on core Agile values, principles, practices, and processes
  • Enable team to become self-organizing and self-managing to achieve its goals
  • Work with the Product Management team to develop release plans and ensure product backlogs are well-groomed, prioritized and visible to all stakeholders
  • Motivate teams to perform and ensure team members are collectively responsible for all aspects of the committed work (analysis, development, testing, documentation, etc.)
  • Identify, address, and communicate project risks, dependencies, and team impediments
  • Ensure the team's "definition of done" is well defined on the story, sprint, and release levels
  • Facilitate productivity through discussion, decision making, and conflict resolution
  • Shield the team from external interferences
  • Assist with internal and external communication, and improving transparency
  • Build a trusting and safe environment where problems can be raised with an emphasis on problem solving
  • Assess the Scrum maturity of the team and coach the team to higher levels of maturity at a pace that is sustainable and comfortable for the team
  • Coach a continuous improvement mindset and recommend adjustments to established delivery practices
  • Participate in Scrum of Scrum meetings to ensure cross-team collaboration and coordination of release plans and integration of testing activities
  • Establish and maintain strong working relationships with all stakeholders, including customers
  • Ensure adherence to governance and compliance standards throughout project phases
  • Track Key Performance Indicators (KPIs) and maintain dashboards to measure team performance and operational success


WHAT YOU'LL NEED TO SUCCEED:
  • Education: Bachelor's degree in information systems, Business, Computer Science, Engineering, or a related technical discipline, or the equivalent combination of education, technical certifications or training, or work experience
  • Required Experience: At least 1+ years of experience in Agile development environment
  • Required Technical Skills:
  • Certified Scrum Master (CSM), Agile Certified Scrum Master (PMI-ACP) or equivalent Agile project management certification
  • Expertise in Agile project management tools (e.g., ServiceNow Agile, Jira, Confluence)
  • Ability to manage multiple projects and work rapidly in a high tempo environment that often requires multitasking
  • Experience with software development or working in software development organization
  • Experience with Continuous Integration/Continuous Delivery pipelines and DevOps concepts
  • Ability to create, sustain, and enhance fostering of team dynamics and collaboration.
  • Energetic, goal oriented, proactive, innovative, hardworking, and patient.
  • Attributes for Success: Strong leadership, team coordination, and process improvement skills
  • Preferred Skills: 5 + years of experience in Agile development environment; Experience working on complex, large-scale IT programs or enterprise-grade data centers; Advanced stakeholder management and communication skills, including conflict resolution; Expertise in risk management and development of mitigation strategies
  • Location: Remote 100%
  • Clearance: Requires ability to pass CMS background check and meet the residency requirement for having resided in the US at least (3) three out of the last (5) five years

The likely salary range for this position is $93,500 - $126,500. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
