Job Description

Professional Solutions Delivered, LLC (ProSoDel) is a total solutions provider for government and commercial customers in the areas of Program Management, Logistics, Organizational Change Management, Communications, Training, and Information Technology (IT) Support Services. We are currently seeking a Data Analyst (Senior) to join our team of professionals in support of the Naval Sea Systems Command (NAVSEA), Engineering and Logistics Directorate (SEA 05).

Essential Duties & Job Functions:

  • Lead contract administration support for SEA 05 PFO and Contracting Officer’s Representatives (CORs) across multiple programs and projects.
  • Oversee funding documentation, obligations, expenditures, procurement actions, contract modifications, and budget execution activities to ensure compliance, accuracy, and operational efficiency.
  • Analyze procurement requests, draft contract modifications, and provide recommendations to SEA 05 leadership, CORs, Program Managers (PMs), and Business Financial Managers (BFMs) regarding contract execution and acquisition strategy.
  • Coordinate with PMs, BFMs, Technical Points of Contact (TPOCs), and Government stakeholders to support timely contract actions, financial accountability, and successful program execution.
  • Prepare Financial Accounting Data Sheets and provide administrative support for Navy and DOD contract execution activities supporting awarded contracts.
  • Manage Acquisition Demonstration (AcqDemo) transition support activities, including Position Requirement Document (PRD) standardization, workforce classification reviews, Compensation Management Spreadsheet (CMS) validation, and CAS2Net/CCAS administration.
  • Provide subject matterexpertisefor CAS2Net, CCAS, pay pool administration, workforce movement tracking, employee training, andAcqDemopolicy implementation across SEA 05 organizations.
  • Support development and execution ofAcqDemocommunication plans, brown bag sessions, workforce training events, supervisory guidance, and employee transition activities to ensure successful workforce modernization efforts.
  • Assist SEA 05 leadership with pay pool structure development, compensation planning, employee movement tracking, and workforce transition support activities.
  • Develop training materials and provide direct guidance to employees and leadership regarding contribution planning, self-assessments, pay pool processes, and Acq Demo implementation requirements.
  • Support workforce modernization efforts by ensuring compliance with DOD, DON, and NAVSEA workforce management policies and acquisition demonstration requirements.
  • Perform related duties as assigned.

Job Requirements (Education, Experience, Professional Associations)

Education

  • Applicants must meet one of the following minimum qualifications:
  • High school diploma or GED and twenty (20) years of relevant experience in data science, tool development, or a related functional area; OR
  • Bachelor’s degree in a relevant field and fifteen (15) years of relevant experience in data science, tool development, or a related functional area; OR
  • Master’s degree in a relevant field and ten (10) years of relevant experience in data science, tool development, or a related functional area.

Preferred Experience

  • Experience managing complex funding transactions for a Directorate.
  • Experience reviewing and approving related purchase requests and orders.
  • Experience overseeing and managing contracts for assigned groups.
  • Experience providing contract advice and resolving contract disputes.
  • Experience providing cradle-to-grave oversight of contracts until contract closeout.

Clearance

  • Must be a United States Citizen
