Senior Police Officer (MHO) at Beacon Health System – South Bend, Indiana
About This Position
Reports to Assistant Chief of Police / Manager of Security. Responsible for providing a safe, secure, and effective environment of care for all of Beacon Health System facilities and properties. This environment is sustained by monitoring Beacon facilities, properties, personnel, and functions to protect Beacon property, patients, visitors, and employees from hazardous conditions, physical harm, trespassing, vandalism, sabotage, fire, theft and other criminal behaviors. Directs visitors, patients, and employees to appropriate location(s). This position serves as shift supervisor and is responsible for managing and overseeing the activities of the security and police officers on the assigned shift. To support shift by performing any and all duties of the security and police officers on shift as needed.

Assist in oversight of operational and staffing support functions of the Security Police Department by:
- Supervising the daily activities of all Security and Police Officers, including reviewing reports, review officer daily reports, parking citations, monitoring lock/unlock schedules, etc.
- Assist in the interviewing, recommending and selecting new associates; and providing new associate orientation.
- Assist with and provide feedback when management is preparing and administering associate performance appraisals.
- Assisting management with providing input into employee relations matters such as corrective actions and progressive discipline.
- Providing leadership and skill development to assigned associates. Ensuring each officer is properly trained to perform assigned duties. Acts as a resource to associates on operational issues.
- Assist in overseeing preparation of work, holiday and vacation schedules for officers, ensuring adequate staffing and appropriate workloads for the shift.
- Serve as the Security Department representative in the Hospital Incident Command in the absence of the Chief of Police or Assistant Chief.
Provides Beacon security and police protection by:
- Monitoring activities of patients, visitors, staff, and others to ensure as much as possible, a safe work environment. Inspecting equipment, doors, windows, and gates to determine that they are secure.
- Responding to emergency situations throughout Beacon / Epworth campus such as fire, disturbances, accidents, criminal activity, disasters, bomb searches, etc. and involving external resources/agencies as necessary. Enforce police/security procedures and maintain a log of activities during such incidents.
- Conducting investigations and generating reports as deemed appropriate and/or necessary.
- Patrolling facilities and grounds, observing patrolled areas in order to detect illegal activities or unauthorized entry. Inspecting equipment, doors, windows, and gates to determine that they are secure.
- Responding to duress alarms, parking lot call boxes, building alarms, door alarms, and patient behavioral health-related requests for assistance.
- Restricting access to visitors and staff in accordance with the current Beacon policy and regulating parking in Beacon Health System's parking lots.
- Summoning or assisting external law enforcement agencies as appropriate.
- The Police Officer makes arrests and summons back-up as needed from local law enforcement, carries a departmental-issued handgun while on duty and is required to wear a ballistic vest during his/her shift due to the hazards and job expectations during dangerous situations.
Supports Department functions by:
- Providing escort services for employees, visitors, and patients throughout the Beacon campus.
- Enforcing parking rules and regulations in Beacon Facilities / Epworth campus lots and garages.
- Limiting access to the facility as appropriate, and providing assistance as requested.
- Conducting preliminary investigations on incidents occurring at Beacon Healthcare System and submitting appropriate reports.
- Documents all routine functions and duties on a daily activity report.
- Reporting accidents, hazards, and other incidents as appropriate such as vehicle accidents, slips, trips and falls.
- Assists in emergency lockdowns.
- Coordinates Lost and Found function for entire facility.
- Coordinating medical helicopter arrivals and departures.
- Responsible for morgue duties by coordinating with clinical staff to obtain necessary information to complete record of deceased paperwork, identify any valuables, transport to morgue, and release deceased to funeral director. Also responsible for morgue duties that concern fetal remains.
- Providing dispatch responsibilities for the officer's shift.
- Monitor campus CCTV cameras to identify risks and promote public safety.
- Testifying during hearings, trials, and other legal proceedings, presenting information and accounts on incidents which have occurred on Beacon Health System's property, as required.
- Provide law enforcement support to other Beacon facilities and locations when requested and as staffing may allow.
Ensures Beacon Health System safety by:
- Reporting observed safety hazards and unsafe conditions of property.
- Initiating emergency response procedures and alarms, as appropriate, throughout Beacon / Epworth campus, utilizing safety equipment in order to correct or control the incident.
- Maintaining knowledge and compliance of police/security policies and procedures.
- Participating in drills, training, and education as deemed appropriate.
- Completing mandatory in-services and training sessions as required under state statute.
- Maintaining equipment and property as necessary and/or assigned.
Provides the seamless operation of the department in order to promote ongoing effective customer service by:
- Responding to customer concerns and/or complaints. Assuring that customers are treated in a friendly, highly effective manner, while providing timely resolution of customer service matters.
- Overseeing investigations involving loss and theft cases and injury to associates or visitors.
- Report matters of ineffective customer service to Chief or the Assistant Chief.
Maintains knowledge, skills, and competence in areas of responsibility by:
- Attending state-mandated in-service training and department meetings; also participating in continuing education and attending conferences as approved.
- Maintaining professional affiliations as appropriate.
- Reading current professional literature and journals.
Contributes to the overall effectiveness and efficiency of the Department by:
- Completing other job-related duties and projects as assigned.
- Performs any and all duties of the department's Security Officer.
Associate complies with the following organizational requirements:
- Attends and participates in department meetings and is accountable for all information shared.
- Completes mandatory education, annual competencies and department specific education within established timeframes.
- Completes annual employee health requirements within established timeframes.
- Maintains license/certification, registration in good standing throughout fiscal year.
- Direct patient care providers are required to maintain current BCLS (CPR) and other certifications as required by position/department.
- Consistently utilizes appropriate universal precautions, protective equipment, and ergonomic techniques to protect patient and self.
- Adheres to regulatory agency requirements, survey process and compliance.
- Complies with established organization and department policies.
- Available to work overtime in addition to working additional or other shifts and schedules when required.

Education and Experience
- The knowledge, skills and abilities as indicated below are normally acquired through the successful completion of a high school diploma or equivalent. Associate or bachelor's degree in criminal justice or related field preferred. Two years of previous police or military police experience and 1 year of industrial or healthcare security experience preferred. If not, already State certified, requires successful completion of state certified Indiana Law Enforcement Academy (ILEA) 40-hour pre-basic law enforcement class. In addition, the Indiana Law Enforcement Training Board (LETB) Tier II (8-week) certification must be obtained within 12 months of appointment or within 12 months of successfully passing the 40 hour pre-basic class described above. Must possess or capable of obtaining Supervisor Healthcare Security Officer Certification (CHSSO) through International Association of Healthcare Security & Safety (IAHSS) within six months of hire. This position is required to receive de-escalation training from Crisis Prevention Institute (CPI) within 6 months of hire and recertify every 2 years.

- Requires a thorough knowledge of the laws and regulations (i.e., arrest, detention, evidence, safety, etc.), enforcement codes, security systems and procedures that affect Beacon's security operations; also, must have working knowledge of regulatory agency requirements.
- Requires maintenance of a valid driver's license and a satisfactory driving record.
- Is primary lead as required when intervening to prevent and control patients, visitor and employee disturbances.
- Demonstrates the interpersonal and communication skills to communicate at various (both verbal and written) necessary to interact with employees, patients. Visitors, law enforcement agencies, and others; along with the ability to defuse potentially volatile situations.
- The ability to complete appropriate paperwork on a timely basis.
- Requires the computer knowledge necessary to accurately prepare incident reports, forms, and complete other functions and services and also prepare legal paperwork to forward to prosecutor's office to facilitate criminal charges.
- Prepare End of Shift report to be sent to upper management and the rest of the department sharing highlights and concerns of the shift.

- Must demonstrate the skills necessary to show proficiency in the use of department issued weapon.
Working Conditions
- May be exposed to weather conditions (rain, snow, etc.).
- May be exposed to potentially dangerous people and situations.
- Indiana state law provides the officer with full police powers only when on duty and while on Beacon Healthcare System campus property.
- May be exposed to difficult situations relating to patient death and participation in handling of deceased following Beacon and funeral home protocols.
Physical Demands
- Requires the physical ability and stamina (i.e. to stand for prolonged periods of time, climb stairs, restrain individuals, and be outside in inclement weather, etc.) to perform the essential functions of the position.
