Epsilon Systems is currently seeking a Part Time Proposal Manager in Portsmouth, VA.
Job Summary:
Epsilon Systems is seeking a part-time Proposal Manager who is experienced in proposal management to support growth in DOD, Federal, Civilian, and commercial markets by leading the development and ensuring the timely submission of high quality, RFP-compliant, and compelling proposals. This position will report to the Vice President of Business Development and will work in collaboration with BD, capture, and proposal teams.
Management Scope:
This position may require supervision of lower-level employees.
Responsibilities and Performance Requirements:
Act as Proposal Manager and provide leadership and administrative organization, including proposal coordination as required, for the development of mid-level and complex proposals, as well as subcontractor responses
Work in collaboration with other Proposal Managers, MAPCEN Manager, Capture Managers, BD, and a team of experts in diverse areas
Interact effectively, both verbally and in writing, with senior leadership and staff including the capture manager, program/project manager, BD, and others throughout the development of the proposal, both pre-RFP and post-RFP
Manage and be accountable for compliance and the timely submission of the proposal by managing and controlling all proposal activities against the proposal schedule and RFP requirements including adequate proposal center staffing
Conduct proposal color team reviews and/or collaborate with the assigned color team review lead to achieve desired proposal quality - all of the internal decisions made that provide the highest evaluation score and persuade the customer to select Epsilon Systems
Effectively communicate with leadership regarding status of the proposal effort
Lead the development of storyboards, proposal mock-ups, and iterations of the proposal across all proposal volumes through the final submitted version
Prepare proposal outlines, compliance matrixes based upon RFP amendments, kick-off briefs, cover letters, and other proposal-related documents as required
Design charts, proposal covers, and graphics
Write resumes and other volume sections (i.e., Management Plans and Past Performance) to support proposal development
Maintain database of all proposals for easy access. Organize and update SharePoint folders and Team as necessary
Update and maintain weekly proposal log reports, RFQ status reports, and CPAR logs
Work under pressure - This is a highly collaborative position that requires ability to work under pressure and under challenging deadlines of proposals that have CEO visibility
Prioritize and carry out special projects and complex assignments
Required Qualifications:
Bachelors’ degree from an accredited college, or equivalent experience/combined education, with 5 years or more of professional experience
Minimum of 3 years’ of successful experience with federal business proposal development
Diplomatic, persuasive, and articulate communication style to establish and maintain rapport with internal and external customers/partners
Highest ethical standards of behavior
Relevant experience outside of proposal management (e.g., project management, capture management, contract management)
Strong organizational and self-management skills
High level of attention to detail and accuracy in all work
Ability to appropriately handle business sensitive and confidential information
Advanced level user in Microsoft Office application (Word, Excel, and PowerPoint)
Preferred Qualifications
Attendance of Professional proposal development training (e.g. Shipley Training)
Salesforce and GovWin Experience
APMP certification and/or PMP certification
Graphic skills
Active DOD security clearance at the SECRET level or higher or able to obtain one
ADA Notations
Prolonged use of computer (typing, keyboarding, data entry)
Regular communication (hearing/speaking)
Vision requirements include: close, distant, color perception, peripheral, depth and ability to focus
