About This Position

GENERAL JOB SUMMARY
The Property Resources Project Manager is primarily responsible for evaluating, processing, and recommending decisions for: Reconveyance Reconsideration Requests, Subordinate Agreement Requests, Assignment Requests, and Equitable Transfer Requests. Additionally, this position is responsible for designing, developing, and recommending property owner rehab resources, rehab project timelines and budget templates to assist property owners with understanding DLBA Compliance Program requirements. This position will collaborate with the Compliance Operations Manager to plan and execute property owner events that enhance property owner engagement.

ESSENTIAL DUTIES AND RESPONSIBILITIES

• Design, develop, and recommend property owner rehab resource guide, rehab project timelines and budget cost category templates to Compliance Operations Manager, for use with evaluating Compliance program requirements.
Evaluate, process, and recommend decisions for Reconveyance Reconsideration Requests, Subordinate Agreement Requests, Assignment Requests, and Equitable Transfer Requests.

• Provide timely and accurate property owner communication, documentation, and resolution for all property owner requests for Reconveyance Reconsideration, Subordinate Agreement, Assignment, and Equitable Transfers.

• Facilitate the scheduling and in-house closing process for reconvey reconsideration transactions, as well as recording the transaction in Salesforce and with the Wayne County Register of Deeds.

• Process Compliance property owner DLBA Finish Line Grant applications in accordance with program guidelines.

• Solid understanding of the real estate principles including property closing, purchase agreement assignment, subordination agreement, property reconveyance, and property release of interest.

• Previous grant application processing experience, preferred.

• Record Finish Line Grant applications including status and follow up in Salesforce per Finish Line Grant policies and procedures.

• Developing creative solutions to assist property owners with barriers they face in renovating their properties and/or getting them occupied.

• Consult with BSEED, DWSD and other DLBA departments to ensure Compliance Program requirements are aligned with city building codes.

• Review BSEED Correction Orders and recommend action required by property owner or DLBA.

• Collaborate with the Quality Assurance team on implementing Salesforce Compliance Object enhancements to track and report property owner requests.

• Attend property owner community outreach events.

• Identify and represent DLBA Compliance Operations at construction and/or resource events.

• Demonstrate customer service excellence standards with every customer interaction.

QUALIFICATIONS (Knowledge, Experience, Skills, and Abilities)

• Bachelor’s degree in construction management, preferred.

• Minimum of three (3) years’ experience in title insurance, mortgage, real estate, real estate law, or other real estate services, including direct title processing and examination experience.

• Experience in all aspects of title, including analyzing and understanding chain of title and defects.

• Solid understanding of the real estate principles including property closing, purchase agreement assignment, subordination agreement, property reconveyance, and property release of interest.

• Previous grant application processing experience, preferred.

• Notary Public or ability to obtain license, preferred.

• Three (3) years of residential renovation project management related experience.

• Experience supporting large programs, including enforcing effective governance structures and cross-functional coordination with demonstrated results.

• Ability to work independently demonstrating strong organizational, analytical, diagnostic, and problem-solving skills.

• Ability to work non-traditional hours as needed to represent DLBA at community events (some night and weekends may be required).

• Knowledge of Salesforce database, preferred.

• Proven track record of working in a highly dynamic and fast-paced environment.

• Proficiency with the following software: Adobe, Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook)

• Solid understanding of the principles of construction management processes.

• Demonstrated commitment to quality improvement and performance excellence.

• Self-motivated with a high level of professional maturity, confidence, and humility.

• Excellent customer service to both internal and external customers.

• Effective conflict resolution skills that demonstrate negotiation and building effective business partnerships internally and externally.

• Excellent written and verbal communication skills with the ability to work with both technical and non-technical users.
