CALIBRE Systems, Inc., an Employee-Owned Management Consulting and Digital Transformation company, is seeking a Program Analyst III in support of the Ranges Training Division (RTD) RMTK program with a strong focus on Quality Assurance (QA) and testing to support complex program initiatives. This role is responsible for ensuring the quality, reliability, and performance of systems and processes through comprehensive testing strategies, data analysis, and cross-functional collaboration. The ideal candidate brings a blend of analytical thinking, technical QA expertise, and program-level insight to drive continuous improvement and risk mitigation.

Tasks include:

  • Analyze business, system, and GIS-specific requirements to develop comprehensive test scenarios and test cases
  • Execute manual testing across functional, integration, regression, and Government Acceptance Testing (GAT) phases
  • Perform exploratory testing to identify defects not covered by formal test cases
  • Identify, document, and manage defects using tools like Jira or Azure DevOps
  • Validate data integrity by comparing expected and actual results, including database queries and geospatial datasets
  • Verify accuracy of geographic data (coordinates, projections, shapefiles, raster data) using tools such as ArcGIS and QGIS
  • Test map-based functionality including rendering, layer management, spatial queries, and geoprocessing tools
  • Validate coordinate system transformations and projection consistency
  • Conduct cross-browser and cross-device testing to ensure consistent UI/UX behavior
  • Collaborate with developers, analysts, and stakeholders to clarify requirements, troubleshooting issues, and support GAT activities
  • Re-test defect fixes and ensure system stability through regression validation
  • Maintain test documentation, test results, and QA artifacts for traceability and audit readiness
  • Participate in Agile ceremonies and provide updates on testing progress, risks, and quality metrics

  • Must be a U.S. citizen and eligible to obtain a NACI (National Agency Check with Inquiries) government security clearance
  • Exceptional verbal and written communication and organizational skills
  • Proficient in MS Office products
  • Lead QA and testing efforts across multiple programs, ensuring alignment with organizational goals and timelines
  • Design, develop, and execute comprehensive test plans, test cases, and test scripts (manual and automated)
  • Analyze system requirements and business processes to identify testing needs and potential risks
  • Track, document, and manage defects through resolution using defect tracking tools
  • Perform root cause analysis and recommend solutions to improve system quality and performance
  • Collaborate with developers and program managers to ensure quality is embedded throughout the SDLC
  • Develop and maintain QA metrics, dashboards, and reports for leadership visibility
  • Ensure compliance with organizational standards, policies, and regulatory requirements
  • Preferred Skills

  • Understanding of Surface Danger Zone (SDZ)
  • Proficient in MS Teams and SharePoint programs
  • Experience working in Agile/Scrum environments
  • Familiarity with scripting or programming languages
  • Experience with cloud-based platforms and testing environments
  • QA certifications (e.g., ISTQB, CSTE)
  • Knowledge of Statistics and Probability modeling

  • Bachelor’s degree in information systems, Computer Science, Business, or related field (or equivalent experience)
  • 5–7+ years of experience in QA, testing, or program analysis roles
  • Strong knowledge of QA methodologies, testing types (functional, regression, performance, etc.), and SDLC
  • Experience with test management and defect tracking tools
  • Proficiency in writing SQL queries and analyzing data for validation purposes
  • Strong analytical, problem-solving, and communication skills
  • Ability to manage multiple priorities and work independently in a fast-paced environment
  • Preferred Experience:

  • Military experience in range safety and operations, including enforcement of safety protocols and coordination of training activities
  • Experience testing systems that support range safety, training range operations, or mission planning environments
  • Familiarity with range safety procedures, including risk mitigation, hazard identification, and compliance with established safety protocols
  • Experience validating geospatial or situational awareness tools used in range operations (e.g., mapping restricted zones, impact areas, or safety buffers)
  • Experience with automated testing tools (e.g., Selenium, Cypress, or similar)
  • Required Education:

  • Bachelor’s degree in computer science, Information Systems, Engineering, or a related field, or equivalent combination of education and relevant QA/testing
