This role is designed for an experienced professional who will lead the planning, coordination, and delivery of privacy-preserving record linkage across various data sources. The selected candidate will ensure that the linkage services are robust, scalable, and compliant with federal privacy, security, and performance standards, making a significant impact on data-driven research while safeguarding privacy.Accountabilities
- Direct implementation and execution for PPRL-A, including environmental scanning, methodology, and workflow design, testing, and validation.
- Manage day-to-day automation operations, coordinating development sprints and production runs.
- Integrate PPRL-A solutions with data linkage, enclave and program operations.
- Translate privacy and security requirements into automation designs and controls.
- Own dashboards for automation coverage, match quality, and user satisfaction.
- Drive continuous improvement through data-driven process changes and AI techniques.
- Manage relationships with stakeholders, partners, and research teams.
- Support and develop PPRL-A technical and operations staff.
- Plan and execute transition activities for PPRL-A related environments and tools.
- Masters degree in a relevant field such as health services research or related discipline.
- 7+ years of experience managing federal research, health, or data integration efforts.
- Experience with artificial intelligence and machine learning methods.
- Success in leading multi-disciplinary technical teams.
- Strong project/program management skills, including planning and risk management.
- Industry certifications such as PMI PMP, Agile, or ITIL preferred.
- Familiarity with federal privacy, security, and governance requirements.
- Demonstrated ability to design and refine workflows for data linkage.
- Excellent communication skills in English, both written and verbal.
- Ability to obtain a Public Trust or higher clearance.
