POSITION SUMMARY

- Processes purchase requisitions and stores requisitions into computer system and generates reports while ensuring data accuracy and recommending workflow enhancements.
- Serves as team lead for procurement and inventory specialists including assigning daily duties, providing training, and ensuring adherence to safety and operational standards.
- Initiates purchase requests; confers with employees in the City’s procurement section, department officials and vendors concerning purchasing requests, billing, and contract renewals and extensions, and maintains ongoing vendor performance and compliance documentation.
- Inspects goods received to ensure compliance with procurement specifications, guidelines and quantity ordered, and document discrepancies for corrective follow-up.
- Prepares specifications for informal bids and purchases; obtains vendor quotes and participates in the determination of selected vendor, including analysis of cost trends, delivery performance, and long-term value.
- Makes recommendations for awards; prepares proper documentation for files on each procurement to support audit readiness and transparency requirements.
- Supervises and participates in receiving, storing and issuing of all items of supply and equipment in a departmental storeroom or pipe yard ensuring proper safety practices, housekeeping standards, and equipment handling procedures.
- Takes periodic and special inventories, as directed and analyzes consumption trends to maintain appropriate minimum and maximum stock levels.
- Places bulk stock on pallets, shelves, racks cribs, or in other designated locations following optimized storage layouts to improve accessibility and safety.
- Operates an electric, gas- or diesel-powered forklift to transfer palletized stock or distribute materials assigned to pipe yard; operates front end loader as needed, and ensures equipment is routinely inspected for safe operation.
- Researches and makes recommendations regarding the purchase of needed products including evaluation of emerging products, alternative vendors, and cost-saving opportunities.
- Confers with department personnel concerning equipment and supply requirements and aligns purchasing plans with project schedules and operational priorities.
- Determines proper minimum and maximum stock levels consistent with current needs, lead time and the volume of requests using data-driven forecasting methods where available.
- Selects items by stock number, classification and quantity for issue in accordance with approved requisitions ensuring transaction accuracy and compliance with tracking requirements.
- Assigns and trains team members to duties in warehouse inventory, safety, housekeeping, and provides ongoing coaching to support professional development.
- Participates in cross-departmental planning meetings, technology-system improvements, and annual process-review initiatives.
- Performs related work as required.
- Have successfully graduated from a standard high school or possess an acceptable G.E.D. certificate.
- Have at least three (3) years of experience in receiving, storing, and inventory control related to construction materials and equipment, including some lead experience or training.
- Will be required to respond to off-duty emergency call-ins in a 24-hour operation.

- Procurement or supply-chain certifications (e.g., CPPB, CPSM)
- Experience with ERP or inventory management systems
- Strong interpersonal and vendor-negotiation skills.
- Experience operating an electric, gas, or diesel-powered forklift
- Prior experience working for a government entity
- Intermediate or higher proficiency using Microsoft Word and Excel
PHYSICAL STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS:
The position involves medium physical demands, such as exerting up to 50 lbs. of force occasionally, and/or up to 20 lbs. of force frequently, and/or up to 10 lbs. of force constantly to move objects. Ability to lift, stoop, bend, crawl, kneel and climb ladders up to 10 feet in performing a variety of job-related tasks.
