Summary

The Assistant Property Manager supports the Senior Property Manager/Property Manager in the day-to-day operations, maintenance, and financial performance of housing units managed by the Norfolk Redevelopment and Housing Authority. This position plays a key role in ensuring residents receive high-quality service, lease agreements are properly executed, properties are well-maintained, and compliance with HUD and local housing regulations is upheld.

This includes administering NRHA programs to assure proper management of communities and maintaining security of properties; Monitoring and assuring regulatory compliance and satisfactory performance ratings; Participating in the planning, development, and implementation of community communication, marketing, and leasing programs; Assuring that rents are collected as per policy; Leading property management staff to ensure effective community operations; Counseling and assisting residents on property with leasing, maintenance and other issues. Establishing and maintaining positive relations with residents. Participates in the preparation, control, and monitoring of the annual operating and capital fund budgets for the community. Procures services and products for communities. Coordinates and conducts the processing of legal cases. Performs quality assurance and control checks on resident files. Supports and/or coordinates routine and special activities and programs with residents and other internal and external parties. Represents the organization before external parties. Performs administrative detail work.

Essential Duties and Responsibilities

  • Assist the Property Manager in overseeing daily operations of assigned public and/or affordable housing properties.
  • Respond to resident inquiries, service requests, and concerns in a timely, respectful, and professional manner.
  • Support leasing functions including processing applications, conducting eligibility verifications, preparing lease documents, and performing move-in/move-out inspections.
  • Maintain accurate and up-to-date resident records, rent rolls, and occupancy reports using property management software.
  • Monitor rent collections and assist in issuing notices for late payments, lease violations, or eviction proceedings as directed by the Property Manager.
  • Help coordinate property maintenance and repairs by creating work orders, communicating with vendors, and following up on completion and resident satisfaction.
  • Ensure compliance with HUD regulations, fair housing laws, and internal policies.
  • Assist in annual and interim recertifications of tenant income and household composition.
  • Participate in site inspections and unit inspections to maintain housing quality standards.
  • Coordinate inspections to assure completion of unit for occupancy; coordinate all move-ins, move-outs, and transfers; and administers plans for improperly housed families.
  • Support budgeting efforts and maintain expense records under the supervision of the Property Manager.
  • Monitors and assures regulatory compliance and satisfactory performance ratings on Department of Housing and Urban Development (HUD) performance indicators.
  • Acts to assure satisfactory evaluations on Public Housing Assessment System (PHAS) indicators and other measures.
  • Participates in the planning, development, and implementation of community communication, marketing, and leasing programs.
  • Confers with the property manager, recommends and implements marketing objectives and strategies to achieve objectives.
  • Attend resident meetings and community engagement events as needed.
  • Leads subordinate staff to ensure effective community operations: directs staff in work assignments; reports issues to Property Manager.
  • Counsels and assists residents on property, leasing, maintenance and other issues as appropriate: discusses and resolves problems with residents; refers residents to Client Services as needed.
  • Establishes and maintains positive relations with residents, promoting positive image of NRHA and community management, to include establishing and maintaining community relationships with the community Resident Advisory Council (RAC) or similar organization.
  • Performs quality assurance and control checks on resident files, including move-ins, move-outs, recertifications, interims; maintenance emergency and non-emergency work orders; contractor inspections.
  • Supports and/or coordinates routine and special activities and programs with residents and other internal and external sources; may organize and coordinate resident volunteers to participate in property management assistance programs and other NRHA sponsored activities.
  • Represents the organization before government officials, political agencies, community groups, public housing residents, news media, employees, and others; may present information on NRHA activities, requiring conceptualization, scripting, preparation of displays and support materials, and delivery of presentation; and may receive information on issues affecting NRHA. Serves as member or participant on external commissions, committees, and other groups as appointed to promote interests of Norfolk and NRHA.
  • Perform other duties as assigned by the Property Manager or senior leadership.

Minimum Qualifications

High school diploma or GED required; Associate’s or Bachelor’s degree in Business, Public Administration, or related field preferred. Minimum of 2 years of experience in residential property management, preferably in affordable or public housing. Any equivalent combination of training, education, and experience necessary to obtain the required knowledge, skills, and abilities.

Special Requirements

  • Must possess a valid driver’s license.
  • Subject to a background check and reference verification prior to hire.
  • Must maintain confidentiality and adhere to NRHA’s code of conduct and ethics policies.
  • Certifications such as Tax Credit Specialist (TCS) or HCCP Certification or ability to obtain within 9 months of hire (for LIHTC).
  • Occupancy Specialist (COS) or ability to obtain within 12 months of hire.
  • Public Housing Management (PHM) or ability to obtain within 12 months of hire.
  • Rent Calculation Certification or the ability to obtain within 6 months.
  • Project Base Voucher Specialist (PBV) or ability to obtain within 9 months (For PBV Communities).

Knowledge, Skills, and Abilities 

  • Knowledge of HUD regulations, LIHTC (tax credit communities), public housing operations, and fair housing laws preferred.
  • Strong customer service, interpersonal and communication skills; ability to work well with diverse populations.
  • Proficiency in Microsoft Office and property management software (e.g., Yardi, AppFolio).
  • Ability to prioritize tasks, meet deadlines, and work effectively in a fast-paced environment.
  • Strong attention to detail and organizational skills.
  • Bilingual abilities a plus.
  • Operational knowledge of NRHA organization, programs, policies, and practices.
  • Considerable knowledge of general management principles, concepts, practices, methods, and techniques.
  • Considerable knowledge of budget, finance, and procurement procedures used in property management.
  • Considerable knowledge of problems encountered in the placement and maintenance of low-income individuals and families in public housing.
  • Comprehensive knowledge of inspection methods and techniques applicable to the conduct of inspection and residential properties to insure their adequacy.
  • Operational knowledge of personal computer for spreadsheet, word processing, and electronic communications.
  • Operational knowledge of standard office equipment, including but not limited to multifunctional peripherals (MFPs), fax machines, scanners, and printers.
  • Skillin performing and coordinating detailed work activities.
  • Considerable human relations skills, particularly leadership, consulting, negotiating, persuasion, and supervisory skills. The jobholder must have the capacity to deal effectively with a wide variety of individuals, including those who exhibit skepticism or who do not cooperate with the jobholder.
  • Oral and written communication skill to present and make comprehensible complex information regarding organization operations, of which some information may be highly technical in nature.
  • Ability to provide clear work instructions, compose technical reports, and respond to questions on a variety of job-related matters.
  • Analytical ability to comprehend, understand, and interpret complex and technical information, such as human resource management regulation, public-sector financing, and public relations information, and to comprehend, understand, and interpret organizational and environmental factors that could have potential effects on the success of projects and programs.

Physical Requirements

Regular office hours with occasional evening or weekend hours for emergencies or resident meetings. May require visiting various housing sites or climbing stairs for unit inspections. Primarily office-based with occasional site visits required. Must be able to sit for extended periods and operate standard office equipment. Must be able to frequently stand, walk, talk, see or hear to perform the duties of this job. The employee must occasionally lift and/or move up to 30 pounds. Job requires depth perception.
