Federal Contracting Invoicing & Accounting

Position Overview

Akicita Federal is seeking a detail-oriented Federal Contracting Invoicing & Accounting Specialist to manage accurate and compliant federal invoicing, timesheet reconciliation, and accounting support across multiple government contracts. This role is responsible for preparing and tracking invoices through the Invoice Processing Platform (IPP), reviewing employee timesheets, reconciling labor and billing data, and supporting day-to-day accounting functions tied to contract performance.

This position is critical to ensuring timely payment, accurate revenue recognition, compliant labor billing, clean financial records, and alignment with federal contract requirements. The ideal candidate has hands-on experience with IPP, understands federal labor categories and contract structures, and is comfortable coordinating with internal program managers, HR, payroll, and finance teams.

Key Responsibilities

Federal Invoicing & Billing

  • Prepare, submit, and track monthly invoices through IPP for federal contracts
  • Ensure invoices align with contract terms, CLINs, labor categories, approved rates, and funding availability
  • Reconcile invoices against approved timesheets, payroll records, contract funding, and billing schedules
  • Monitor invoice status, resolve rejections, and respond to government inquiries
  • Maintain invoice documentation, backup support, and billing files for audits and compliance reviews
  • Track accounts receivable aging and follow up on outstanding government payments
  • Support contract closeout activities, including final invoicing, funding reconciliation, and labor reconciliation

Accounting Support

  • Support day-to-day accounting activities related to federal contract operations, including revenue tracking, accounts receivable, accounts payable coordination, and expense reconciliation
  • Reconcile invoiced amounts to accounting system records, payroll reports, and contract financial data
  • Assist with recording, tracking, and reviewing contract revenue, direct labor costs, fringe, payroll expenses, subcontractor costs, travel, and other billable expenses
  • Coordinate with Finance to ensure invoices, payments, and contract expenses are properly recorded and categorized
  • Support monthly accounting close by providing invoice status, revenue data, outstanding receivables, and billing reconciliations
  • Assist with reviewing vendor invoices, subcontractor invoices, and supporting documentation for accuracy and allowability
  • Help maintain organized accounting records for federal contracts, including backup documentation for labor, expenses, payments, and adjustments
  • Identify and help resolve discrepancies between payroll, timesheets, invoices, accounting records, and contract funding
  • Support preparation of financial reports related to contract performance, billing status, payment collections, and budget variances

Compliance & Controls

  • Ensure compliance with Service Contract Act (SCA), labor standards, federal billing requirements, and internal policies
  • Support FAR/DFARS compliance by maintaining accurate billing, labor, and accounting records
  • Assist with internal and external audits by maintaining organized records of invoices, timesheets, payroll backup, accounting support, and contract documentation
  • Support implementation of process improvements for billing accuracy, timekeeping compliance, accounting controls, and reporting
  • Coordinate with HR, Payroll, Finance, and Program Management to resolve pay, labor, cost, or billing discrepancies
  • Help ensure costs are properly documented, allowable, allocable, reasonable, and tied to the correct contract or project

Coordination & Reporting

  • Serve as a key liaison between Program Management, HR, Payroll, Finance, and Accounting
  • Provide regular reporting on invoicing status, outstanding payments, accounts receivable, billing issues, and contract variances
  • Support contract financial tracking, including funded value, billed-to-date amounts, remaining balances, and invoice timelines
  • Assist leadership with financial visibility across active contracts, including payment status, billing performance, and unresolved discrepancies
  • Support contract modifications, funding changes, option periods, and closeout activities related to invoicing, accounting, and labor reconciliation

Required Qualifications

  • 3+ years of experience in federal invoicing, accounting support, billing, or contract financial administration
  • Direct experience submitting invoices through IPP
  • Strong understanding of federal contract billing structures, especially labor-based contracts
  • Experience reviewing and approving employee timesheets
  • Experience reconciling invoices, timesheets, payroll records, payments, and accounting data
  • Familiarity with accounts receivable, accounts payable, expense tracking, and monthly close support
  • High attention to detail and strong organizational skills
  • Proficiency with Microsoft Excel and accounting/timekeeping systems
  • Ability to manage multiple contracts, deadlines, billing cycles, and reporting requirements simultaneously

Preferred Qualifications

  • Experience supporting IDIQs, BPAs, task orders, or SCA-covered contracts
  • Familiarity with FAR/DFARS invoicing, cost allowability, and documentation requirements
  • Experience working with healthcare, professional services, staffing, or labor-heavy federal contracts
  • Prior experience supporting Indian Health Service, Department of the Interior, VA, DHS, or other civilian federal agencies
  • Experience with QuickBooks, ADP, Rippling, Unanet, Deltek, or similar accounting, payroll, or timekeeping systems
  • Experience tracking accounts receivable, contract funding, billable labor, subcontractor invoices, and direct contract expenses

$70,000 - $90,000 a year
