POSTION OVERVIEW:

Under the supervision of the Executive Deputy CFO, the SVP of Finance in affordable housing serves as a strategic leader overseeing all financial operations, capital structuring, and reporting for real estate development and asset management. Responsibilities include but not limited to, managing Low-Income Housing Tax Credit (LIHTC) syndication, securing debt/equity financing, overseeing project underwriting, ensuring compliance with HUD regulations, and other financial matters as directed by the Executive Deputy CFO and/or Chief Financial Officer. This is a managerial position.

KEY ESSENTIAL FUNCTIONS:

  • Lead financial structuring for complex, multi-layered affordable housing developments, including securing LIHTC, HUD, bonds, and gap funding.
  • Structure and negotiate agreements with investors, developers, and public agencies.
  • Create, analyze, and update detailed financial models (e.g., in Excel) for project feasibility, operating costs, and revenue.
  • Responsible for all financial data required for any capital project applications.
  • Develop long-term financial goals and strategies, advising on portfolio performance and asset management.
  • Monitor compliance with regulatory agreements (HUD, IRC Section 42) and oversee the preparation of financial reports, audits, and investor reports.
  • Stakeholder Management - Represent the organization to stakeholders, including government entities and community partners
  • Lead the annual budgeting process; prepare monthly and quarterly board and executive reports.
  • Manages all financial reporting aspects of the various Federal/State/City grants for the organization including filing of required cost reports and submission of claims/vouchers.
  • Responsible for the preparation of the monthly financial statements and yearly closing.
  • Identify and drive operational improvement via data analysis, financial modeling, and reporting throughout the organization.
  • Conducts account reconciliations and analysis on a regular basis.
  • Implement and lead monthly financial meetings with the leadership team to review budget versus actuals on all key expense, capital expenditure and fixed asset lines.
  • Drive continued business growth and increased profitability by proactively identifying resource allocation optimization/prioritization opportunities through analysis.
  • Oversees external audits for assigned entities.
  • Supervises Accounting Staff and provide training and assistance as required.
  • Proactively identify opportunities to improve efficiency across all core finance processes while maintaining cross-functional relationships with key operations business partners to ensure strategic alignment.

REQUIREMENTS:

  • Minimum of (7) years related work experience in affordable housing development, public finance, or real estate finance.
  • Bachelor’s or Master’s degree in finance, accounting, business administration, or real estate management.
  • Supervisory experience required.
  • Expertise in LIHTC (Low-Income Housing Tax Credit), HUD programs (Section 8), and municipal/state financing.
  • Strong analytical and modeling skills (Excel) and knowledge of YARDI accounting software preferred.
  • Ability to interpret complex financial data and legal documents (loan agreements, partnership agreements).
  • Ability to manage project timelines and budgets from pre-development through construction and stabilization.
  • Expert negotiation capabilities, and strategic leadership skills.
  • Knowledge of GAAP, preparing and managing P&L, balance sheet, and cash flow statements.
  • Proven track record of creating and implementing financial reporting processes with experience in significantly improving financial results.
  • Ability to use business acumen to exercise good judgment and decision-making.
  • Must be able to multi-task with strong organizational skills.
  • Excellent interpersonal skills and able to communicate both verbally and in written form.
