Description:

Repair Rend Trail and Bridges

The project is located at New River Gorge National Park and Preserve (NERI) in Raleigh County, West Virginia. This project will repair multiple deficiencies on the Rend Trail. Multi-beam coal industry railroad bridges that were modified decades ago for trail use will be rehabilitated. In addition to bridge rehabilitation, the project will also include rehabilitating retaining walls that support the trail bed, resurfacing the trail, re-routing the trail around Big Rock, rehabilitating the Thurmond trailhead, and establishing a formal trailhead with trailhead amenities at the end of Minden/Oak Hill trail.

Period of Performance

Anticipated time frame: April 15, 2026, through July 2027. Exact dates of performance have yet to be determined and are dependent upon start of construction activities. It is anticipated that construction Notice to Proceed through Substantial Completion will be approximately 52 weeks.

Requirements:

Qualifications of the proposed on-site construction manager

1. Ability to read, interpret, understand, observe, document, and confirm conformance to the Construction Contract, Plans, and Specifications.

2. Minimum five (5) years Construction Management Experience. Additional years of experience will be evaluated more favorably.

3. Knowledge of and experience with heavy civil, structural, and geotechnical construction practices directly related to:

  • Slope stabilization measures such as gabions, retaining walls, reinforced slopes, or similar measures.
  • Rehabilitation of bridges, concrete abutment/wall repairs, construction of structural ramps.
  • Construction of drainage and temporary/permanent erosion control facilities/structures and appurtenances.
  • Construction of trails and parking pavement surfaces in compliance with Architectural Barriers Act Accessibility Standard (ABAAS) and accessibility improvements.

4. The ability to understand cost estimates broken down at a minimum to prime and subcontractor labor, equipment, materials, overhead and profit and the ability to evaluate proposals broken down to that level. The ability to define and document scope changes either required by the owner or a result of a differing site condition. The ability to understand and document negotiations between the Government and the Construction Contractor for the technical scope requirements, prime and subcontractor labor, equipment, material, overhead and profit. Ability to read and interpret the construction schedule to evaluate and document progress. Ability to evaluate payment requests as they relate to percentages/dollars/activities.

5. Demonstrated ability to prepare draft modifications, independent government estimates, responses to requests for information, process submittals, prepare field observation reports and conduct progress meetings and prepare meeting minutes. Familiarity with the use of Project Management software programs (offerors are to provide product information on the project management software intended to be used). Offerors familiar with Federal policies, procedures, and workflows will be rated more favorably.

6. Have completed the Occupational Safety and Health Administration (OSHA) 30- hour construction safety training. knowledge in construction practices including applicable building codes, applicable safety regulations, ability to facilitate, understand and document pre-inspections, inspections during construction and post inspections, and ability to inspect mock-ups.

7. The cost estimator shall, at a minimum, have 5 years’ experience doing construction cost estimates, including heavy civil projects, and proficiency with common construction industry estimating software programs (eg RS Means, Plan Swift, etc.)

The CMR must be

  • The CMR(s) shall be knowledgeable in site civil, concrete paving, historic brick restoration and construction practices including applicable industry standards, regulations or codes, cost breakdown estimating and negotiating, and technical writing. Experience with earthen dam restoration will be more favorably rated.
  • CMR shall be knowledgeable in all applicable safety regulations and must have a minimum of Occupational Safety and Health Administration (OSHA) 30-hour construction safety training.
  • Individuals shall have expert computer operating skills to be able to create and manipulate Microsoft Project, Primavera or equivalent schedules and be proficient in a variety of well-known programs such as Microsoft Word, Excel, Teams, and Project.
  • The CMR must be able to access and effectively utilize the Government furnished, cloud-based Project Team management software that was developed for NPS, if this software is required for the project. This software is to be used for communications, project progress meetings, review of submittals, RFIs, transmission of digital progress photographs, etc.
