Position Summary: The Human Resources Generalist is responsible for supporting and executing a wide range of HR and payroll functions in a fast-paced environment supporting a federal contractor. This role ensures compliance with federal contracting regulations and employment laws while providing operational HR support across recruitment, employee relations, compliance, benefits administration, and performance management. The HR Generalist serves as a trusted resource to employees and management and helps maintain HR programs that align with organizational goals and federal contract requirements. This position requires sensitivity to, and observance of confidential matters as encountered.
Key Responsibilities (must also complete other duties as assigned)
HRIS Administrator Support
- Support and maintain the organizations’ HRIS applications, and modules
- Ensure administration and processing of payroll and personnel actions are identified and automated utilizing the HRIS
- Oversee and maintain optimal function of the HRIS, including customization, development, maintenance to applications, systems, and modules
- Provide guidance and training to HRIS users
- Ensure HRIS entries are accurate and correct
- Manage permissions, access, personalization, and similar system operations and setting for HRIS
- Create/assist with custom reports, automated queries to support various requests for information
- Ensure documentation practices support an efficient paperless environment
HR Operations & Employee Support
- Serve as a primary point of contact for employees and managers regarding HR policies, procedures, programs and other inquiries received.
- Support day-to-day HR operations including employee onboarding, offboarding, and personnel record management, including training and development.
- Maintain HRIS records ensuring accuracy and confidentiality of employee data.
- Create and maintain notifications, tasks, and communication sites to assist in the dissemination of company-wide information.
- Review, track and document compliance with mandatory and non-mandatory training for all employees
- Provide direct assistance to the HR Director as needed
Recruitment & Talent Acquisition
- Support recruiting efforts including job postings, applicant screening, interview coordination, and candidate communications.
- Ensure hiring processes comply with federal contractor requirements and equal employment opportunity regulations.
- Assist with onboarding processes including various screenings, documentation, and orientation.
Compliance & Federal Contractor Requirements
- Maintain compliance with federal contractor regulations including:
- Affirmative Action Plans (AAP)
- Equal Employment Opportunity (EEO)
- Office of Federal Contract Compliance Programs (OFCCP)
- Veterans and disability reporting requirements (VETS-4212)
- Assist with audits, compliance reporting, and required government documentation.
- Ensure HR and payroll practices comply with federal, state, and local employment laws.
- Enforce leave policies, track all paid/unpaid time off, and ensure compliance with labor laws (like FMLA/FAMLI or ADA, etc.), including sending designation letters and corresponding with providers, supervisors, and employees.
- Transmit documents via facsimile or encrypted email as appropriate.
Employee Relations
- Provide guidance and support to managers on employee relations matters including performance management, disciplinary actions, and conflict resolution.
- Assist with investigations related to workplace concerns or policy violations.
- Promote a positive workplace culture aligned with organizational values.
- Assist with annual Employee Handbook updates and offer creative input for company newsletter
- Assist with planning and facilitating employee appreciation events and other celebrations
Benefits & Compensation Administration
- Support employee benefits administration including enrollments, QLE changes, and employee education.
- Assist with benefits, open enrollment processes, including making annual benefit guide updates and ensuring premium deductions are accurate.
- Help administer compensation and reward or recognition programs to ensure internal equity and compliance.
- Responsible for new hire set up and maintenance of all benefits including reconciliation of vendor invoices.
Policy & Process Improvement
- Assist in developing, updating, and communicating HR policies and procedures.
- Support HR and payroll process improvements and implementation of best practices.
- Support Lean 5S initiatives to achieve a workplace that is clean, uncluttered, safe, and well organized to help reduce waste and optimize productivity.

The incumbent is expected to work onsite at least Monday - Thursday, 10-hour days with rare exception, excluding company paid holidays and during approved paid-time off.
This position requires use of information and data which is subject to US Export Regulations, including but not limited to the International Traffic in Arms Regulations (ITAR), 22 C.F.R. 120 et seq., and the Export Administration Regulations (EAR), 15 C.F.R. 730 et seq. To conform to U.S. Government export regulations, applicant must be a U.S. Person (U.S. citizen, lawful permanent resident of the U.S., protected individual as defined by 8 U.S.C. 1324b(a)(3)), or eligible to obtain the required authorizations from the U.S Government.
Minimum Qualifications
- Must be a U.S. Citizen or Permanent Resident Card Holder
- Must pass initial and subsequent background checks
- Must pass preemployment and subsequent drug and alcohol screenings
- Must comply with internal non-disclosure agreement requirements
- Ability to speak, read, write, and comprehend the English language, including legalese and acronyms.
- Must be at least 18 years of age
- Accurately demonstrate basic math skills (addition, subtraction, and decimals)
- Bachelor’s degree in Human Resources, Business Administration, or related field (or equivalent experience).
- 3–5 years of progressive HR experience.
- Experience supporting HR functions in a regulated environment (federal contracting experience preferred).
- Knowledge of employment laws and HR compliance requirements.
- Strong interpersonal, organizational, and problem-solving skills.
- Must handle sensitive or confidential information with discretion and professionalism.
- Proficiency in HRIS systems, SharePoint, and Microsoft Office Suite.
- Experience working with federal contractor compliance programs (OFCCP, AAP reporting).
- HR certification such as SHRM or PHR credentials preferred
- Willingness and ability to learn how to accurately process bi-weekly payroll for all employees, including salary, hourly, and commission-based staff within the first year of employment.
