Position Summary
CST Utilities is seeking a detail-oriented and motivated Underground Utilities Project Estimator to join our growing team. This position plays a critical role in supporting our underground construction operations by preparing accurate and competitive project estimates for municipal and private utility infrastructure projects.
The Estimator will review construction plans, specifications, and bid documents to determine project scope, labor requirements, equipment needs, and material quantities. The successful candidate will work closely with operations leadership, project managers, and field teams to ensure projects are bid accurately and positioned for successful execution.

Key Responsibilities:
- Review project drawings, specifications, and bid documents to understand project scope and requirements.
- Perform quantity takeoffs for underground utility work, including water, sewer, storm, conduit, and directional drilling.
- Develop comprehensive cost estimates including labor, equipment, materials, subcontractors, traffic control, and restoration.
- Solicit and evaluate subcontractor and supplier pricing.
- Attend pre-bid meetings and job walks as required.
- Identify potential risks, constructability challenges, and cost drivers within project plans.
- Prepare and submit bid packages in accordance with project requirements and deadlines.
- Maintain organized estimate records and bid tracking logs.
- Participate in project turnover meetings to communicate scope and estimate assumptions to project management teams.
- Support continuous improvement by reviewing estimated performance against actual job costs.
Qualifications:
- 3+ years of estimating experience in underground utility construction or heavy civil construction preferred.
- Strong understanding of underground utility installation methods, including waterline, sanitary sewer, storm sewer, and directional drilling.
- Ability to read and interpret construction drawings and technical specifications.
- Strong analytical and mathematical skills with high attention to detail.
- Proficiency in Microsoft Excel and estimating software (Bluebeam, HCSS, HeavyBid, Bid2Win, or similar).
- Excellent mathematical, analytical, and problem-solving skills.
- Strong organizational and time management skills, with the ability to handle multiple projects simultaneously.
- Effective communication skills, both written and verbal.
- Valid driver’s license and ability to travel to job sites as needed.
Preferred Qualifications:
- Experience with municipal infrastructure projects.
- Knowledge of Ohio utility locating processes (OUPS) and local permitting requirements.
- Familiarity with construction scheduling and productivity analysis.
Physical Requirements:
- Ability to sit, stand, and walk for extended periods throughout the day.
- Prolonged periods sitting at a desk and working on a computer.
- Regularly required to visit active construction sites, which may involve walking on uneven terrain and working in varying weather conditions.
