Job Title: Compliance and Contract Administrator
Organization: Boise City / Ada County Housing Authorities (BCACHA)
Type: Full-Time in office, 10-hour shifts from Monday – Thursday

Reports To: Executive Director
Salary: $81,000 – 85,000
The Boise City / Ada County Housing Authorities is seeking a Compliance and Contracts Administrator to support agency-wide regulatory compliance, contract administration, grant monitoring, and procurement activities.
This role serves as a key advisor to leadership by interpreting regulatory guidance, monitoring compliance requirements, and promoting consistent operational practices across the organization. The position works closely with executive leadership, Housing Operations, Finance, and other departments to translate complex regulatory, contractual, and funding requirements into clear policies, procedures, and operational guidance.

Key Responsibilities include but are not limited to:
• Ensure agency compliance with HUD regulations, Fair Housing requirements, Idaho, statutes, and other federal, state, and local requirements. Monitor regulatory updates, conduct internal compliance reviews, identify risks, and develop corrective actions. Draft and maintain policies, procedures, and internal controls, and provide guidance and training to staff and leadership.
• Oversee development, review, and administration of contracts, MOUs, and service agreements. Maintain standardized templates and a centralized tracking system for timelines, renewals, and compliance requirements. Assist departments with scopes of work and monitor contractor performance.
• Manage compliance for grant-funded programs, including tracking timelines, budgets, expenditures, and reporting obligations. Support staff with grant documentation, reports, renewals, and coordination with Finance to ensure proper financial oversight.
• Support departments in conducting procurements in accordance with federal, state, and local requirements, including HUD standards. Provide guidance on methods, documentation, evaluation criteria, and maintain records to ensure transparency and audit readiness
Qualifications
We recognize that candidates may meet these qualifications through a variety of professional and educational paths. The ideal candidate will demonstrate many, though not necessarily all, of the following:
• Bachelor’s degree in Public Administration, Public Policy, Business Administration, or a related field, or an equivalent combination of education and relevant experience;
• Minimum of 3 years of progressively responsible experience in compliance, contract administration, policy management, or public sector administration.
• Experience working with federally regulated programs or public sector agencies strongly preferred.
• Experience with public procurement, contract administration, or grant-funded agreements preferred.
• Familiarity with housing programs, HUD regulations, or housing authority operations preferred.
• Familiarity with Yardi software or comparable compliance or property management systems desirable.
Skills and Abilities:
• Strong understanding of federal, state, and local housing regulations.
• Knowledge of contract lifecycle management and compliance monitoring.
• Ability to interpret regulations and contract requirements and translate them into practical operational guidance.
• Exceptional analytical, organizational, and problem-solving skills.
• Strong written and verbal communication skills, including policy drafting and report preparation.
• Strong understanding of public records laws, confidentiality requirements, and records retention standards.
• Ability to manage sensitive accommodation and personnel matters with discretion and consistency.
Other Requirements:
Valid driver’s license and reliable transportation for local travel within Ada County. Ability to pass a background check.
