ABOUT SHASTA COUNTY

ABOUT THE DEPARTMENT

The Public Works Department is responsible for construction and maintenance of County facilities, including buildings, roads, bridges, and airports; and for managing permanent road divisions to provide maintenance of private roads on behalf of the citizens in those districts. The department employs engineers and technicians who prepare construction plans as well as supervise construction of these facilities. The responsibilities of County Surveyor, Road Commissioner and Chief Engineer of the Water Agency are administered by the department. The department reviews land development maps and improvement plans as well as survey mapping for compliance with the Subdivision Map Act and County Development Standards. Administration of the County's solid waste management functions including waste collection and ownership of an active landfill are the responsibility of the department. The County water agency is managed by the department. In addition, the Public Works Department oversees the operation and maintenance of several County service areas. These service areas include both water and sewer districts along with road, lighting, and flood maintenance districts. The department is responsible for Flood Plain Administration.

The Roads Division of the Public Works Department is responsible for maintaining about 1,200 miles of County roadways and associated structures. The budget unit for Roads is funded solely from federal and state sources.

The Facilities Management Division of Public Works provides for the maintenance, repair, and minor renovation of County buildings, parks, and grounds. In addition, the division also provides maintenance, custodial, and landscape services.

Fleet Management is responsible for maintaining and repairing a fleet of more than 375 County vehicles. Additionally, Fleet Management works closely with the Purchasing Unit within the Department of Support Services on buying new and replacement vehicles for the fleet. The County has a vehicle replacement program designed to keep the fleet modern and in safe working condition.

ABOUT THE POSITION

Under general direction, to direct, supervise, train, inspect, and be a working member of the crew assigned to the development and maintenance of County grounds; to supervise the maintenance of grounds and landscaped areas; to initiate the design, supervise, and participate in the construction of new landscaped areas; and to perform related work as required.

DISTINGUISHING CHARACTERISTICS

The Facilities Maintenance Supervisor – Grounds reports to the Facilities Manager and has the responsibility for supervising the grounds staff engaged in maintaining County grounds. In addition to supervisory responsibilities, the incumbent performs and assists with the grounds and landscape maintenance duties, including the operation of the County pesticide program. Performance of the work requires the use of considerable independence, initiative, and discretion within established guidelines. The Facilities Maintenance Supervisor – Grounds classification differs from the Facilities Maintenance Supervisor – Craftsworker classification in that the latter is responsible for the mechanical, structural, and electrical maintenance and repairs of the County buildings. The Facilities Maintenance Supervisor – Grounds classification differs from the Facilities Maintenance Supervisor – Custodial classification in that the latter is responsible for supervising the custodial staff engaged in cleaning of County buildings.
EXAMPLES OF ESSENTIAL DUTIES

Duties may include, but are not limited to, the following:

Assigns, organizes, directs, supervises, and participates in the work of grounds maintenance workers; ensures that work is completed according to established schedule; instructs and trains workers on proper techniques of landscaping; establishes and maintains schedules for grounds maintenance of each property; inspects grounds and landscaped areas regularly to check for maintenance quality and safety conditions; develops maintenance plans and issues instructions to appropriate staff; supervises and performs the most difficult maintenance and repair work on landscaped areas and irrigation systems; ensures County is in compliance with applicable federal, state and local laws, regulations, and ordinances; oversees pesticide applications and weed spraying for County grounds, including scheduling continuing education and maintaining licensure and certifications; implements applicable safety programs; develops justification for expenditures and employee resource utilization; evaluates and procures equipment, materials and supplies through vendors to maintain adequate inventory; may assist with budget preparation, budget recommendations, and expenditure control; prepares detailed reports, keeps budgeting and purchasing estimates and records; prepares estimates and service requests; evaluates employee performance, counsels employees, and effectively recommends initial disciplinary action; assists in selection and promotion of employees; maintains grounds equipment and performs minor equipment repairs; safely operates 50’ boom lift and supervises others in proper operation; assigns vehicles for transportation of crews and equipment; reports to the Facilities Manager on a weekly basis the activities performed, progress on landscape construction and continued updates on goals and calendared activities; may make oral presentations to various groups including County staff, the general public, local school and college personnel and members of private industry who may have an interest in matters of County grounds issues; attends meetings; maintains County equipment including engines, sharpening and repairs; maintains confidentiality; assumes the duties of Facilities Manager in the latter’s absence.

QUALIFICATIONS

Any combination of education and experience sufficient to directly demonstrate possession and application of the following:

Knowledge of: Principles and techniques of employee supervision, motivation, scheduling, training and evaluation; recordkeeping and reporting of employee time studies; generation, planning and implementation of safe work practices; methods, materials (including classification and nomenclature of plant materials) and equipment used in landscape area construction and maintenance; growing characteristics, fertilizing and common diseases of types of plants common to the County areas; planting, cultivating, pruning and care of trees, shrubs, flowers and lawns, disease control; types of chemicals, sprays, insecticides, weed abatement products and fertilizers used for common plant maladies; repair, rebuilding and maintaining small engines, edgers, weed eaters, generators, pumps, blowers and equipment typical of grounds work; principles of landscape and irrigation design, erosion and drainage control and seasonal rotation of plantings; and techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and County staff.

Ability to: Coordinate, supervise and assign general landscaping activities in a variety of grounds and landscaping functions; select and supervise staff, provide training and development opportunities, ensure work is performed effectively, and evaluate performance in an objective and positive manner; assist in developing and implementing goals, objectives, practices, policies, procedures, and work standards; plan, organize, and direct grounds programs, including developing operational procedures, budgeting, and evaluating program effectiveness; prepare and interpret landscaping, irrigation and erosion control plans and sketches; design and detail landscaping projects including lawns, shrub and planted areas, sprinkler systems, automatic controls, paths, parking areas, decks, awnings, and minor structures; direct, participate in and inspect the technical details of landscaping construction and maintenance work; plan, assign, direct and evaluate the activities of subordinate employees; keep records and prepare required reports, such as maintenance logs, fertilizing schedules, goals, objectives, plans, meetings format and attendance and weekly summaries of work; establish and maintain cooperative customer service and positive working relationships with those contacted in the course of work.

MINIMUM QUALIFICATIONS

Three (3) years of experience in grounds maintenance and landscaping, including one (1) year of supervisory or lead experience.

Holidays:

  • 12 paid holidays (96 hours) per year.
Vacation:
  • 10 working days a year during the first three years of service.
  • 15 working days a year - 4 through 9 years of service.
  • 17 working days a year - 10 through 15 years of service.
  • 20 working days a year - 16 or more years of service.

Note - accrued vacation leave may not be used until after six months of employment. For purposes of vacation accrual, a working day is no more than 8 hours.

Employees may elect to receive a payment for Vacation hours (in lieu of use) for up to twenty hours – in five whole hour increments – of accrued vacation. *Subject to criteria as outlined in section 13.8C I n the Shasta County Employees Association MOU.

Sick Leave:
  • 96 hours of sick leave are earned each year with no maximum accrual.
    • Employees terminating in good standing after completion of 5 years of continuous service will receive a pro-rata payoff of accumulated sick leave.
    • Unused sick leave may be converted to PERS service credit upon retirement.

Note - accrued sick leave may not be used until after three months of employment. Accrued paid leave benefits are used in conjunction with FMLA/CFRA as appropriate.

*Vacation and Sick Leave accruals are based on regularly scheduled working hours. Additional time will not be accrued on hours worked over 80 hours within a one pay period.
Bereavement:
  • 24 hours for each non-concurrent death in the immediate family.
Health Plan:
Employees in the Teamsters bargaining unit are insured through a Teamsters Trust plan.
Depending on the plan selected, the County pays most, or all, of the employee premium, and contributes a portion of the dependent premium.
Contributions are made for a portion of a retiree's insurance premium.

Dental Plan:
The County pays a portion of the employee's and dependents' premium for dental insurance.
Vision Plan:
The County pays the employee premium and employees may enroll dependents at their own expense.

Life Insurance:
The County pays the premium for life insurance for most employees. The amount of coverage varies by bargaining unit. For SUPV employees the current coverage amount is $46,000.

Additional Life insurance is available to purchase through Aflac and The Standard.

Retirement:
The County is in the Public Employees' Retirement System (CalPERS) coordinated with Social Security.
  • Members hired prior to May 8, 2011 are covered under the retirement formula of 2% @ 55 benefit.
  • Members hired after May 8, 2011 but before January 1, 2013 are covered under the retirement formula of 2% @ 60 benefit.
  • Members hired after January 1, 2013 are covered under the California Public Employees Pension Reform Act (PEPRA) with a benefit formula of 2% @ 62.
Please review the specific MOU for stipulated retirement formulas.

Employees pay 9.5% of his or her salary, on a pre-tax basis for a period of time as specified in his or her labor contract, or Personnel Rules as appropriate. Members hired prior to 2013 may have a different contribution percentage.
