The Quality System Health & Safety Manager provides leadership and guidance to the Quality Team at Starr as well as manage the areas of health and safety, quality, process control, and prides guidance to the management team. Serves as liaison between all areas if the organization with respect to quality and health and safety. They have the right to stop any activity for quality related issues until the issue is resolved. The target is to enable and achieve continuous improvement of the health and safety program, quality system(s) and the quality of products manufactured through training, auditing and enforcement of the quality and health and safety systems.

Requirements:

Primary Duties:

· General H&S, Quality and ISO / ASME Quality System (“QS”) Management:

o Prevent non-conforming product(s) from leaving the facility, and reduce non-conformances to a minimum.

o Ensure the Quality Management System(s) adhere(s) to regulatory standards.

o Oversee, develop, improve, implement, direct, and maintain SMI’s QS and H&S activities and policies.

Ensure that established company policies are effective, and maintained and supportive of SMI objectives.

o Maintain all system certifications including annual required calibrations / reports.

o Audit departments / personnel as required / regularly to maintain sufficient knowledge and application of all H&S and QS requirements.

o Communicate and document QS deficiencies to affected departments and Supervision.

o Track and report QC performance data, and improvement opportunities regularly to management.

o Develop and implement open communication (incl. Quality Board) and general acceptance of the QS’s through proper training, supervision and effective communication.

o Suggest, implement and utilize new inspection technologies as they become available.

Quality System Administration:

o Lead, execute, administer and develop the CA/PA’s, CCR’s/RA’s, NCR’s procedures, and general quality initiatives.

o Oversee and ensure execution of all required certification procedures / activities and EDT activities for ASME / ISO certification needs (i.e. U-1A’s, U2-A’s, vessel registration, etc.).

o Maintain and update SMI’s QSM’s including all related procedures, logs and forms continuously.

o Ensure that all procedures (QMP’s, WI’s, SOP’s, etc.) accurately reflect SMI’s processes.

o Identify, standardize & administer required changes to SMI procedures to remove variation.

o Develop and implement required quality and process forms for recording purposes.

o Ensure all required quality records are maintained and filed as per requirements.

o Schedule, coordinate, and direct internal QS audits.

o Develop, maintain and update the SMI NCR code catalogue.

o Develop & maintain the SMI Document Matrix; ensure correlation to HR Skills Matrix.

· Manufacturing:

o Review job and Customer requirements and develop Quality Plan for each job.

o Plan, organize and develop all activities required for 3rd party quality inspections (RT) and AI visits (i.e. for calc, hydro and MTR review).

o Assure and administer all required process and part inspections during production (Q1, Q2 & Q3).

o Assist in efficiency, cost improvement & quality improvement program initiatives (i.e. OPL’s).

o Assist in determining and establishing ‘Best Practices’ and ‘1st Pass Quality’ initiatives.

o Enforce and verify that non-conforming fabricated material and product is handled as defined in SMI procedures and that it is correctly segregated.

o Guide 6S principals and implementation at SMI.

o Enforce that all received materials and workmanship are complying with ASME, ANSI, UL, STI, API, AWS, AISC, or CWB standards, drawings and specifications, as applicable per project.

o Report training, quality and employee observations to Supervision.

o Support HR and also Production during new hire Orientation Phase, follow-up and Q2 inspections.

o Work with team to solve fabrication quality challenges.

o Ensure required inspection documents and records are included in WOF’s before releasing to Production.

o Audit annual WPS and PQR reviews and recertifications.

· Sales Team

o Interface with customers on quality issues, CA/PA’s and on quality audits.

o Interface with customers to improve customer satisfaction.

· Health & Safety

o Lead, organize and execute all legally required H&S reporting for company.

o Act and execute all tasks required as SMI Safety Officer.

o Establish and maintain a zero-accident environment.

o Lead the SMI H&S Team and manage H&S Action items with the team.

o Plan & coordinate shop floor safety audits and safety improvements.

o Administer Near Miss Reports and assure complete accident investigations incl. documentation.

Required knowledge, education & skills:

  • Knowledge of principles and techniques of ISO & ASME quality management systems
  • Knowledge of operating principles and techniques of production/manufacturing processes
  • Ability to read and interpret documents for content and accuracy
  • Skills in auditing techniques (i.e., process, product, system, safety) and procedural/technical writing techniques
  • Outstanding analytical ability to assure Corrective Actions and Continuous Improvement activities are implemented with effectiveness
  • Ability to schedule, prepare and facilitate meetings with personnel at all levels
  • Skill in both verbal and written communication and advanced skills in basic computer programs (i.e., excel, word, outlook)
  • Skill in project leadership incl. outstanding decision-making ability
