Job Description:
This position assists the City Treasurer in the administration of office and branch operations; accepts full office responsibility in the Treasurer’s absence.

Under very limited supervision, performs high-level supervisory, accounting and administrative work overseeing and coordinating all operations of the Treasurer’s Office and its branches. Work involves scheduling projects and assignments; organizing staffing; recommending promotion or disciplinary actions; assisting the Treasurer in disseminating information to employees and the public; and attending training meetings. Provides customer service to citizens referred by staff; exercising tact and courtesy with the general public. Work also involves identifying operational problems and taking corrective action. Monitors the budget and makes recommendations to the Treasurer. Assumes the role of City Treasurer in the event of the Treasurer’s incapacitation. This position reports to the City Treasurer.

  • Manages and directs the overall administrative, accounting, budgetary and internal human resource operations of the City Treasurer’s Office following the established goals, objectives and policies set forth by the City Treasurer. Helps create those policies.
  • Manages, performs, oversees and directs financial, budgetary, accounting, human resource and a variety of professional and administrative duties of the City Treasurer’s Office that require a high level of knowledge of office management, financial, budgetary, and accounting principles, practices and procedures.
  • Demonstrates in depth knowledge of the organization of the City Treasurer’s Office and City government
  • Plans, supervises and participates in all operations conducted in the Treasurer’s Office
  • Supervises all personnel, evaluates work, makes recommendations on hiring, disciplinary action or terminations.
  • Maintains employee career files, leave records.
  • Manages Kronos timecards and makes recommendations for personnel leave requests including FMLA when relevant
  • Maintains a strong system of internal controls and audit stands; maintains a high degree of accuracy
  • Assist the Treasurer in developing department budget. Manages budget line items, conducts analysis of budget.
  • Monitors revenue accounts throughout the year
  • Coordinates, plans and executes printing and mailing process for all billings
  • Exercises independent judgment, discretion, tact, confidentiality and courtesy in assisting taxpayers and public. May represent the Treasurer in dealing with the media.
  • Serves as training coordinator, ensuring employees participate in continuing education opportunities and all positions have back-up personnel
  • Management of the development and implementation of mainframe and microcomputer applications to enhance efficiency and effectiveness
  • Manages budget line items, conducts budget analysis
  • Advises Treasurer of short-term and long-term department planning
  • Attends professional seminars and community-related meetings
  • Corresponds and interacts with various groups such as taxpayers, business owners, representatives, City staff to resolve problems

Required Qualifications:
VOCATIONAL/EDUCATIONAL REQUIREMENT: Requires a bachelor’s degree in finance, accounting, public administration, business administration, or a closely related field or substantial (5 years or greater) vocational training in the Office of the City Treasurer.

EXPERIENCE REQUIREMENT: Requires a bachelor’s degree in finance, accounting, public administration, business administration, or a closely related field or substantial (5 years or greater) vocational training a Treasurer’s Office or local government accounting field.

KNOWLEDGE AND SKILLS REQUIREMENTS: Knowledge of municipal accounting procedures; knowledge of data processing; knowledge of Banking and Investment best practices and procedures; knowledge of computer science fundamentals; knowledge of city organization and state government; knowledge of personnel management; skill in interpersonal relations; skill in analyzing problems effectively and making appropriate management decisions; flexibility in knowing how to resolve problems that arise; highly organized, effective time manager, plans ahead; highly effective oral and written communication skills; excellent customer service skills; excellent judgment; strong supervisory skills; progressive attitude; and ability to analyze problems and reach sound conclusions.

SPECIAL CERTIFICATIONS AND LICENSES: Requires a valid driver’s license and driving record in compliance with City Driving Standards.

SPECIAL REQUIREMENT: Employees may be expected to work hours in excess of their normally scheduled hours in response to short-terms department needs and/or City-wide emergencies. Emergency operations support work and work locations may be outside of normal job duties.
