Project OverviewThis role supports a large-scale AI hyperscale data center construction project in Abilene, Texas. The Owner requires on-site quality control support during the equipment installation and commissioning phases to ensure all installations meet design intent, project specifications, and industry standards. The position functions in an independent observation and reporting capacity, providing quality verification and documentation oversight while coordinating closely with the Owner’s team.

Medium Voltage Subspecialty ExpertiseCandidates must demonstrate strong experience with medium-voltage infrastructure, including:
Physical Requirements and Work EnvironmentThis position operates primarily in an active data center construction environment, encompassing both indoor and outdoor work settings. The role requires the physical ability to perform essential job functions safely and effectively in a dynamic environment that includes ongoing construction activity and evolving site conditions.
The work environment includes areas and temporary structures owned, leased, or controlled by third parties over which Overwatch may have limited or no control. Because the project remains under construction, certain areas of the site — including access routes, staging zones, and temporary structures — may not yet be fully ADA-compliant until construction is complete or those third-party areas are finalized.
Driver’s License Requirement:For roles that require on-site presence or travel between work locations as an essential function of the position, candidates must possess and maintain a valid driver’s license appropriate for the role and be eligible to operate a motor vehicle in accordance with applicable laws.
Communication Skills:Demonstrated ability to communicate effectively in a professional work environment, including preparing written reports and documentation, conveying information clearly to team members, clients, and stakeholders, and responding appropriately to verbal and written communications related to job duties.

Work Environment:Work is performed primarily in and around active construction areas, which may include unfinished buildings, temporary field offices, staging areas, and partially completed infrastructure. These locations may contain uneven surfaces, limited accessibility, and other conditions typical of construction projects prior to final completion. Overwatch does not control and cannot modify accessibility conditions within areas, facilities, or temporary structures owned or managed by third parties.

Responsibilities
- Perform daily quality control inspections of mechanical, electrical, and medium-voltage equipment installations.
- Verify installations align with design drawings, project specifications, and industry standards.
- Identify and document installation deficiencies or non-conforming work.
Issue Tracking & Field Coordination
- Track issues and deficiencies in Autodesk Construction Cloud (ACC).
- Verify issues created by trade partners are properly documented.
- Confirm assignment of issues to the appropriate responsible trade partner.
- Monitor follow-up actions and verify closure of deficiencies.
Documentation & Checklist Review
- Conduct detailed reviews of Level 2 (L2), Level 3 (L3), and Level 4 (L4) installation and pre-commissioning checklists submitted by trade partners.
- Ensure documentation accuracy, completeness, and compliance with project requirements.
Lessons Learned Documentation
- Capture and document Lessons Learned throughout the project lifecycle.
- Maintain a living lessons learned register.
- Compile a structured final report at project closeout summarizing key findings and recommendations.
Owner Communication
- Communicate observations that may impact schedule, budget, design intent, or operational efficiency.
- Escalate potential design issues, installation conflicts, or value engineering opportunities to the Owner’s team for evaluation.
Independent Observer Role
- All services are performed in an observer-only capacity.
- Personnel will not direct or instruct trade partners regarding corrective actions, construction methods, or schedule adjustments.
- Observations must be communicated only to the Owner’s team for review and direction.
Requirements
- 10+ years of construction experience required, preferably within mission-critical or data center environments.
- Extensive data center construction experience required.
- Experience supporting medium-voltage installation, commissioning, or quality control activities on large-scale construction projects.
Technical Knowledge
- Strong understanding of data center electrical infrastructure and medium-voltage systems.
- Experience reviewing installation documentation and commissioning checklists.
- Familiarity with quality assurance / quality control procedures on mission-critical projects.
Systems & Tools
- Experience using Autodesk Construction Cloud (ACC) or similar construction management platforms.
- Strong documentation, reporting, and issue tracking capabilities.
Medium Voltage Subspecialty ExpertiseCandidates must demonstrate strong experience with medium-voltage infrastructure, including:
- Medium Voltage (MV) Switchgear
- SEL protection relays
- Protection logic schemes
- Transformers (XFMRs)
- NETA testing procedures
- Medium-voltage terminations
