About This Position
Job Summary: Wichita Tribal Enterprises (WTE), A Quivera Company, is seeking an experienced Operations Manager. This role will support the planning, coordination, and execution of all projects across the subsidiary’s portfolio. This role assists the project managers/leads in tracking scope, schedule, budget, risks, and deliverables while ensuring alignment with customer requirements, internal processes, and assist in developing enterprise standards. The role also includes running operations meetings, and all-hands meetings. This role contributes to project documentation, prepares status reports, supports vendor and subcontractor coordination, and helps drive day-to-day operational activities to keep projects on track. Working closely with technical teams, stakeholders, and leadership, this role helps ensure successful delivery of IT services, system implementations, modernization efforts, and support contracts. This role requires strong communication, organization, problem-solving ability, and a desire to grow within the federal IT contracting environment.
Key Responsibilities:
- Program Oversight & Coordination Support the planning, coordination, and execution of all programs and projects across the subsidiary’s IT portfolio. Assist project managers and technical leads with tracking scope, schedule, budget, risks, issues, and deliverables. Monitor project milestones and action items to ensure timely delivery and alignment with customer expectations. Maintain program trackers docs, and operational reports for leadership visibility, and develop dashboards.
- Operational Management Lead and facilitate weekly/monthly operations meetings, leadership syncs, and monthly all-hands sessions. Track operational tasks, team workloads, and internal priorities to ensure execution consistency. Coordinate internal resource scheduling, onboarding, offboarding, and cross-team communication. Support development and refinement of enterprise operational standards, processes, templates, and governance.
- Documentation & Reporting Prepare, update, and manage project documentation such as project plans, risk logs, communication plans, and status reports. Draft weekly, monthly, and quarterly customer-facing updates and internal leadership reports. Support data collection and analysis for performance metrics, KPIs, and quality assurance reviews.
- Vendor & Subcontractor Coordination Support coordination with vendors, subcontractors, and teaming partners to ensure timely delivery of tasks. Track subcontractor performance, deliverables, and required documentation. Assist with communication flow across internal and external stakeholders.
- Stakeholder & Customer Engagement Participate in customer meetings, technical discussions, and contract performance reviews. Help gather and document customer needs, feedback, and evolving requirements. Facilitate communication between technical teams, leadership, and customer stakeholders.
- Process Improvement & Standards Development Assist in developing and improving enterprise PMO standards, playbooks, workflows, and quality checkpoints. Identify program risks, gaps, and inefficiencies and recommend solutions to improve performance. Help implement consistent project management best practices across the subsidiary.
- Team Collaboration & Support Provide day-to-day support to project managers and technical staff to keep work moving forward. Assist in coordinating training, onboarding materials, and organizational announcements. Support cultural initiatives, employee engagement, and organizational communication.
- Financial & Contract Support Assist with budget monitoring, cost tracking, and burn-rate awareness across projects. Support contract management activities including deliverable schedules, subcontractor oversight, and invoice alignment. Help maintain compliance with internal controls, customer requirements, and federal contracting standards.
Required Qualifications
- Minimum of 8 years of progressively responsible experience in management, program management, or project management roles.
- At least 8 years of experience supervising staff or managing cross-functional teams.
- Must have the ability to obtain and maintain required federal suitability or background clearance.
- Demonstrated experience overseeing multiple projects and/or programs concurrently.
- Experience supporting administrative and operational functions in a complex organization.
- Experience managing performance metrics, deliverables, and reporting requirements.
- Experience working in a federal, government, or government contracting environment preferred.
- Familiarity with federal policies, procedures, and compliance requirements.
- Experience interfacing with senior leadership, customers, and external stakeholders.
- Proven ability to manage risk, resolve issues, and ensure successful delivery of services.
- Strong leadership, supervisory, and team-building skills across multidisciplinary teams.
- Proven ability to manage administrative, project, and program management functions simultaneously.
- Excellent written and verbal communication skills, including briefing senior leadership and stakeholders.
- Strong organizational, planning, and prioritization skills.
- Advanced problem-solving, risk management, and decision-making abilities.
- Experience developing and reviewing management plans, schedules, metrics, and reports.
- Ability to analyze performance data, identify trends, and implement corrective actions.
- Proficiency with project and program management tools (e.g., MS Project, ADO, Jira, Smartsheet, ServiceNow, SharePoint).
- Strong understanding of quality assurance, performance metrics, and service-level management.
- Ability to work independently and lead in a fast-paced, deadline-driven environment.
- High level of professionalism, discretion, and integrity.
Education Requirements
- Bachelor’s degree in Business Administration, Management, Information Technology, Project Management.
- Master’s degree - MBA, MPA, MS, or equivalent (preferred)
Certifications
- ITIL Foundation or higher (preferred).
- Certified Scrum Master (CSM), SAFe, or Agile certification (preferred)
- Project Management Professional (PMP) certification
