The Puerto Rico Science, Technology and Research Trust (“PRSTRT” or “Trust”) is a private non-profit organization created in 2004 to encourage and promote innovation, transfer, and commercialization of technology and creation of jobs in the technology sector. We contribute to Puerto Rico’s public policy for science, technology, research, and development. Purpose
The Research Grants Program Director is responsible for advancing Puerto Rico’s scientific and technological competitiveness by supporting local researchers, fostering innovation, and strengthening commercialization activities that contribute to economic development. This role ensures the effective administration of PRSTRT grant programs and maintains comprehensive, accurate records of all grant related activities.
Key Responsibilities and Duties
Program Leadership & Management:
- Lead and support PRSTRT’s research grants program to ensure strategic alignment with the organization’s mission and goals.
- Monitor grant program performance to ensure effective utilization of funds and resources in accordance with contract terms, agency guidelines, and federal, state, and PRSTRT policies.
- Develop and maintain a standardized peer-review process that ensures fairness, quality, and scientific rigor.
- Design and implement training, mentorship, and professional development initiatives for early‑career researchers.
- Expand access to funding and resources for researchers across Puerto Rico by strengthening capacity, visibility, and support systems across institutions and regions.
- Develop diversified funding strategies to ensure the long-term sustainability of the grants program.
Operational Oversight:
- Oversee the execution of grant assignment processes, ensuring alignment with financial needs and opportunities to improve grants administration efficiency.
- Manage program staff, ensuring compliance with responsibilities, clear communication regarding deadlines, and effective workflow management.
- Strengthening internal capacity, operational systems, tools, and staffing to support sustainable program growth and excellence.
Administrative & Financial Management:
- Oversee administrative functions including invoicing, purchasing, disbursements, and other accounting activities required for successful grant management.
- Ensure program compliance with budget requirements; analyze financial trends; provide recommendations for cost control and efficiency.
- Maintain accurate records of payments, receivables, and grant-related activities; prepare monthly and periodic performance reports.
- Disclose conflicts of interest in accordance with relevant policies and regulations.
Organizational Adaptability:
- As PRSTRT evolves to meet the needs of new designations and strategic priorities, the responsibilities of this position may shift. The selected candidate should expect and be prepared for changes aligned with organizational growth and transformation.
Qualifications & Technical Job Requirements
- Proven track record of successful leadership and management in a relevant field.
- Strong analytical, organizational, and detail‑oriented skills, with the ability to manage multiple priorities.
- Excellent written and verbal communication skills in both English and Spanish.
- Exceptional interpersonal, presentation, and persuasion abilities to foster collaboration and stakeholder engagement.
- Proficiency in facilitation, marketing, and technical drafting.
- Demonstrated experience with budgeting, planning, financial reporting, and administrative oversight.
- Ability to work under pressure, meet deadlines, and manage competing priorities effectively.
- Skilled in cross‑functional teamwork and capable of guiding, supporting, and developing team members.
- Solid understanding of organizational, business, and program objectives.
- High proficiency in computer systems, software applications, and online tools.
- Strong knowledge of financial planning, budgeting, and strategic resource allocation.
- Possess good knowledge of planning and strategizing financial and budgeting issues.
- Bilingual (English and Spanish).
Experience & Educational Requirements
- Master’s degree in science, public administration or related areas from a regionally accredited institution required. A doctoral degree from a regionally accredited institution is preferred, preferably in science, public administration, business administration or a related field.
- Minimum of five (5) years of professional experience leading a program or related experience to the essential duties of the position, including experience managing grants, programs, or complex projects.
- At least 3 years’ experience supervising direct reports.
