Senior Contract Project Finance and Accounting Manager at Texas Biomedical Research Institute – San Antonio, Texas
About This Position
Texas Biomed is searching for a Senior Contract Project Finance and Accounting Manager to join our team. This integral member of the Applied Science and Innovation Contract Finance team is responsible for the design and development of solutions to complex reporting and contract accounting problems. Use contract accounting and project management skills to prepare contract revenue forecasts aligned with ASI schedule. Liaise with accounting for proper contract invoicing and ERP formulas. This role reports to the Applied Science and Innovation (ASI) Director of Contract Finance and Administration.
The Role:
Contract Accounting
· Responsible for all facets of research project contract finance, accounting, portfolio management, and monitoring the various compliance aspects of contract finance.
· Responsible for reading contracts and ensuring proper setup and close out of ASI accounts in a timely manner and ensures accuracy for proper business reporting, including all databases and files.
· Liaise with accounting to ensure proper invoicing per contract requirements and milestone completions.
· Direct accounting and tracking of Fixed Fee and Retained Earnings allocations in accordance with contract requirements and Institute policy. Communicate and validate proper setup of ERP formulas for indirect, Fixed fees, and Retained earnings.
· Use contract accounting, project management, and detailed project tracking skills to prepare rolling, annual, and multi-year budgets/forecasts for ASI and Contract Revenues aligned with ASI schedule.
· Monitor cost and expenditures for assigned accounts to ensure compliance with applicable requirements, regulations and terms and conditions of research project contract, plus any applicable federal compliance including OMB Uniform Guidance, FAR, and/or DFAR.
· Ensure maintenance of contract finance electronic files and ensure data accuracy of financial data entry points including account setups, budgets, modifications, labor distribution, animal/analysis procedures, and forecasts in the applicable systems.
· Advise researchers on the overall status of all funding sources relevant to their portfolio of projects.
· Review and ensure that contract financial reporting requirements have been met and are submitted on-time.
· Prepare monthly account reports and advise PI’s on a monthly basis of the financial status of all accounts, including forecasting possible problem areas.
· Prepare expense transfers, budget adjustments, etc. providing sufficient explanations and justifications that will meet internal and external audit requirements.
· Proactively identify strengths and weaknesses of business systems; and make recommendations for approval and implementation of processes to maximize strengths and remedy weaknesses.
· Coordinate and assist with requests from all auditors.
Reporting and Data integrity
· Lead complex unit projects needed for reporting key performance indicators of faculty, the unit, and the organization. Projects will require extensive knowledge of business systems, contract accounting, and formula writing.
· Develop, validate, and modify reports in all financial systems to create efficiency and effectiveness for ASI. This will require merging data from multiple sources using advanced formulas.
· Prepare internal reporting monthly, quarterly and annual reports, of key metrics, financial results, and variance reporting.
· Prepare contract specific external monthly, quarterly and annual reports, including budget to actuals, percent complete, rolling forecast, invoice status, hours, small business reporting.
· Take data, understand it, process it, extract value from it, and communicate it visually / verbally to team members and management across the organization
· Assist leaders in identifying opportunities to streamline, improve, and/or automate business processes while actively implementing changes as needed.
· Contributes to business and process improvement by assessing and anticipating stakeholder needs.
Our Ideal Candidate:
· Bachelor’s Degree in Finance, Accounting, Business, Biology, or a related field; MBA / Master’s Degree preferred
· 5+ years demonstrated experience in report building, data validation, and contract accounting
· Expert level federal contract accounting knowledge for both cost plus fixed fee and firm fixed price contracts.
· Advanced Microsoft 365 Excel skills, including advanced formula writing and pivot tables.
· Demonstrated analytical, decision-making, and problem-solving skills experience and a desire to use data to solve problems with a team.
· Ability to leverage technology to extract and analyze data
· Ability to generate financial reports and key performance indicators with a high degree of accuracy
· Ability to identify and implement opportunities to streamline and achieve efficiencies
· Ability to communicate with others to convey complex information effectively
· Ability to organize time, prioritize deadlines and remain productive
