Tribal Generalist Case Manager at Cahuilla Band Of Indians – Anza, California
About This Position
The Tribal Generalist Case Manager, under the direction of the Child and Family Services Program Manager, provides comprehensive case management and support services to members of the Cahuilla Band of Indians. This role conducts assessments, develops service plans, and coordinates resources related to housing, health, financial stability, and overall wellbeing. The Case Manager advocates for clients, monitors progress toward goals, and partners with families and state social workers to deliver supportive child welfare services.
ESSENTIAL DUTIES & RESPONSIBILITIES:- Conduct client intake, enrollment, and needs assessments through in‑person, phone, and written evaluations.
- Develop, implement, and monitor individualized care plans, providing follow-up, reassessment, and adjustments as needed.
- Manage a caseload of children, adults, and elderly, ensuring timely and culturally appropriate service delivery.
- Coordinate and authorize services, resources, and referrals to address housing, health, financial, and psychosocial needs.
- Maintain complete, accurate, and confidential case files, documentation, and data in compliance with program standards, confidentiality policies, and HIPAA guidelines.
- Enter client information into designated databases and document all client contacts and services.
- Provide direct support services, including transportation, attendance at appointments and court hearings, and access coordination for clients with diminished functioning or complex needs.
- Serve as a mandated reporter and immediately report suspected child or elder abuse or neglect in accordance with tribal and local reporting procedures.
- Support ICWA-related responsibilities, including timely response to ICWA-030 notices and communication with state social services.
- Provide or coordinate supervised visitation as ordered by the dependency court and for other family visits as needed.
- Assist in the recruitment, coordination, and retention of Tribally Approved Homes for foster and adoptive placements.
- Provide education, presentations, and outreach to children, families, and the tribal community.
- Participate in community events, program outreach activities, and relationship-building with tribal members, service providers, courts, and partner agencies.
- Contribute to Continuous Quality Improvement (CQI) efforts to enhance department operations and outcomes for the Tribe.
- Establish and maintain effective working relationships with staff, community members, and partner agencies.
- Perform other duties as assigned.
- Must be able to interpret or seek supervisor clarification of applicable Tribal, State, and Federal statutes, rules, ordinances, codes, administrative orders, policies, and procedures.

- Organizational skills must effectively prioritize assignments and handle multiple tasks.
- Interpersonal skills with building a rapport, establishing relationships, engaging, and easily partnering with people across all levels of the organization.
- Analytical and problem-solving skills must be naturally curious and action-oriented individuals, able to conduct complex relationships and analyze incidents to ascertain the root causes with a proactive response.
PHYSICAL REQUIREMENTS/WORKING ENVIRONMENT/SCHEDULE:
- Work schedule is 40 hours per week. This is a full-time position (Monday-Friday, 8:30 AM TO 5:00 PM).
- This is a full-time position that may require working evenings and weekends as needed.
- Tasks are performed mostly indoors in an office environment.
- May be required to push, pull, lift, and/or carry up to 40 pounds.
- Lifting at least 50 pounds may be required; the position involves standing, walking, bending, stopping, and long periods of sitting.
- Adequate hearing is required to hear/talk with all individuals and to use telephones consistently; work may require using a computer terminal for extended periods and some repetitive motion associated with preparing documents and using a computer mouse.
- Traveling is required, including local, within the state, and national; work is performed in an office setting with some exposure to environmental stress; the noise level in the work environment is quiet to moderate; frequent communication with tribal parents, Tribal members, Tribal attorneys, and the public.

MINIMUM QUALIFICATIONS: (To qualify for this position, all minimum requirements must be met by the closing date of this announcement.)
- Education: Bachelor’s degree in a human services or social services–related field, such as human services, social work, sociology, or psychology. Relevant experience may be considered in lieu of formal education.
- Work Experience: Minimum of two years in child welfare.
- Be knowledgeable of ICWA and BIA guidelines and tribal and state court proceedings in which ICWA may apply.
- Cahuilla/ or other Federally Recognized Native American preference applies.
- Must possess a valid California State Driver's License.
BACKGROUND CLEARANCE REQUIREMENTS:
- Must successfully pass a comprehensive background investigation. This process includes mandatory fingerprinting.
- Must meet eligibility standards under the Cahuilla Band of Indians vehicle insurance requirements.
- Must complete and pass a pre‑employment drug screening.
