Position Description:
The ICPC Specialist is responsible for coordinating, managing, and monitoring all Interstate Compact on the Placement of Children (ICPC) referrals to the Single Source Continuum Contractor (SSCC). This position serves as the central point of contact for all ICPC-related activities between the SSCC and the DFPS ICPC Coordinator, ensuring compliance with all DFPS policies, ICPC regulations, and mandated timelines.

Position Description:
The ICPC Specialist is responsible for coordinating, managing, and monitoring all Interstate Compact on the Placement of Children (ICPC) referrals to the Single Source Continuum Contractor (SSCC). This position serves as the central point of contact for all ICPC-related activities between the SSCC and the DFPS ICPC Coordinator, ensuring compliance with all DFPS policies, ICPC regulations, and mandated timelines.
Primary Responsibilities:
- Receive ICPC referrals from the DFPS ICPC Coordinator and track progress of all incoming requests.
- Submit referrals received from the DFPS ICPC Coordinator to SSCC network providers for completion of the verification and licensing process.
- Serve as the primary point of coordination for ICPC processes within the SSCC.
- Communicate with referring states exclusively through the DFPS ICPC Coordinator, following protocol.
- Ensure completion of the licensing process and assessment are within ICPC‑mandated timeframes.
- Send completed assessments to the DFPS ICPC Coordinator by the ICPC mandated timeframes.
- Work closely with the SSCC contracts team to relay any issues during the licensing process.
- Track payment responsibilities and ensure service authorization are created as required (e.g., Form 2054).
- Maintain organized, timely documentation in alignment with DFPS and ICPC processes.
- Notify network providers when licensing or supervision responsibilities conclude.
- Minimum three (3) years’ experience in child welfare, foster care, adoption, or permanency services.
- Experience working within the Department of Family and Protective Services (DFPS).
- Prior experience with ICPC processes.
- Strong working knowledge of DFPS policy, ICPC regulations, and IMPACT systems.
- Ability to interpret regulations, track deadlines, and manage large volumes of documentation.
- Strong communication and relationship‑building skills.
- Exceptional documentation and organizational skills.
- Ability to manage multiple detailed tasks and maintain regulatory timelines.
- Ability to work collaboratively across agencies and states.
- Environment: Office-based
- Range of Schedule: Mon – Fri, 8:00 am to 5:00 pm
- Travel: Occasional-Local and Statewide. (Must have reliable personal transportation, valid Texas Driver License and current Auto Insurance)
