About This Position
Position Summary: Responsible for working at the intersection of data analysis, programming, and cartography, which will include analyzing spatial data through mapping software and designing digital maps with geographic data and various other data sets. This position will work collaboratively with a variety of departments including the Network Solutions and Operations groups for a variety of tasks related to Data Analysis, Product Development and Design, and Project Management.
Responsibilities:
• Apply mapping principles to support the mission of broadband coverage for our clients and to create broadband coverage maps using data from the Federal Communications Commission, U.S. Department of Agriculture, U.S. Census Bureau, various local broadband layers, and Internet Service Providers.
• Design and produce maps showing the spatial distribution of various kinds of data, including FCC broadband data, client proprietary GIS files, government data and infrastructure, socioeconomic data, and network designs.
• Perform geospatial data analysis, mining, and data quality control in various platforms for highly technical analysis.
• Develop mapping tools for online distribution, visualization, reporting and manipulation to assist in key decision-making efforts for our public and private clients.
• Manage large geospatial databases hosted both on-prem and in the cloud requiring data governance, integrity, and documentation.
• Support the mapping data requirements for feasibility studies, broadband consulting project, and broadband funding applications including, but not limited to, developing visual resources to educate policymakers, citizens, and other stakeholders on issues around broadband access, adoption, and affordability.
• Interface with vendors, educational institutions, and other stakeholders to analyze data and publish visualizations to share with end-users, communities, government entities, and service providers.
• Research new and emerging geospatial technologies and techniques to provide enhanced services to our diverse clientele.
• As needed, assist Mapping Technicians in deliverable creation and project execution.
• Deliver requested information or deliverables to clients efficiently and accurately with minimal additional context, maintaining responsive communication and professionalism while focusing on task execution over relationship depth.
• Adapt interaction frequency based on client activity or project phase, maintaining a primarily reactive or event-driven approach that ensures responsiveness while optimizing efficiency.
• Perform other duties as requested or assigned.
Education: Bachelor’s degree or combination of post-secondary education and directly related work experience in a related field.
Experience:
Required:
• Minimum of 5 years of experience with ESRI software platform (ArcGIS Pro, ArcGIS Online, ArcGIS Enterprise), other GIS related software and spatial databases, or CAD.
Preferred:
• Master's degree in GIS, GIST, or Geospatial Data Science.
• Prior experience and/or strong aptitude for geospatial analyses, data science, python, machine learning/deep learning or other AI technologies.
• Prior experience in Telecommunications or utility sector.
Physical Requirements and Environmental Factors:
• Work is primarily computer work, and most assignments are performed in an office type environment.
• Flow of work involves normal mental and visual attention along with manual coordination much of the time.
• Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
Work Location: Remote; must reside in the United States
Travel: Minimal travel related to field visits.
In the spirit of pay transparency, the starting base pay range listed for this position is exclusive of benefits. If you are hired at Finley Engineering, your base pay will be determined based on factors such as skills, education, and experience related to the position. In addition to those factors, we believe in the importance of pay equity and will also consider internal equity of our current associates as a part of the final offer. Hiring at the high end of the range would not be typical.
